The Ministry of Public Administration, Labor, and Social Security (MAPTSS) will be responsible for the oversight and implementation of the project. For this purpose, a Project Implementation Team (PIT) will be established within INEFOP, which will assume responsibilities for governance, procurement, financial management, and environmental and social safeguards of the project, among others. The Director General of INEFOP will act as coordinator, responsible for managing the activities.

The consulting services for Hiring a Monitoring and Evaluation Specialist include: ensuring the efficient implementation of the project's monitoring and evaluation system, in alignment with the procedures of the Government of the Republic of Angola and the World Bank, according to the Bank's procedures.

  • Professional experience in project monitoring and evaluation, data management, statistical analysis, or performance management in the public and/or private sector of at least 5 years (cumulative);
  • Experience in monitoring and evaluation of projects financed by the World Bank or another international agency will be an advantage;
  • Experience in defining and monitoring performance indicators, developing results frameworks, and preparing project progress reports will be an advantage;
  • At least 5 years of proven and solid work experience in data collection, analysis, and management activities, report preparation, and project results monitoring (experience in a multinational environment is an advantage);
  • Experience in development projects in Angola or in CPLP countries will be an advantage;
  • Proficiency in Portuguese and knowledge of English;
  • Experience in using monitoring and evaluation tools, data collection platforms, and data analysis software will be an advantage;
