Procurement of temporary staffing services for Espoo Catering Espoo Catering Oy (hereinafter "Client" or "Contracting Entity") is requesting tenders for the provision of temporary staffing services. Temporary staffing refers to professional catering and office staff, needed for various tasks of different requirement levels for the Client's kitchens and administration for varying lengths of time.

Espoo Catering Oy is an in-house company wholly owned by the City of Espoo, providing food, meal, and restaurant services as well as related expert services. The company employs approximately 460 employees and has a turnover of about 40 million euros per year. The company operates in the Espoo region at about 200 locations in daycares, schools, and lunch restaurants, and delivers meals to about one hundred (100) daycares and group family daycares.

The estimated value of the procurement, excluding VAT, is approximately one million (1.0) euros per year, and five (5) million euros for the entire contract period. The procurement thus concerns a service procurement exceeding the EU threshold referred to in Section 26 of the Act on Public Procurement and Concession Contracts (1397/2016, "Procurement Act"). For clarity, it is stated that the aforementioned amounts are the Client's estimates of the service volumes to be procured, and thus do not bind the Client; personnel will be rented according to the Client's needs.

The contract will be valid for three (3) years from the signing of the procurement contract, with an estimated start date of 1.5.2026. The Client has the right to extend the contract period by two (2) option years, which will be exercised one (1) year at a time. The Client will decide on the exercise of the option years separately. The options thus represent the Client's right, not obligation.

The contract will be made in accordance with Appendix 5, Key Contractual Terms, of the tender request.

The Client will select one (1) service provider as a contracting partner and one (1) backup service provider based on the competition.

The kitchens to which temporary staff are procured are detailed in Appendix 7, Locations, of the tender request. The number of locations may decrease or increase during the contract period.

The professional titles, professional skill requirements, and other essential information related to the provision of the service are specified by title in Appendix 1, Description of the Subject Matter of the Procurement, of the tender request. The tenderer must be able to offer all the specified titles.

In selecting the Service Provider, the Contracting Entity values the company's operational responsibility, reliability, service delivery certainty and high fulfillment rate, effective cooperation practices, and willingness to develop.

The offered price multipliers must include all costs related to the tenderer's mediation and administration of temporary staffing services, such as, for example, the tenderer's order and booking systems for shifts available to the client and employees, the tenderer's recruitment, training, and induction measures, and any travel expenses between workplaces that may be paid to employees during the working day if the same employee works multiple shifts at different workplaces during the same day. No additional costs, billing surcharges, etc., will be accepted.,
