EST - EEA - 005-2026 - Agreement for housing and service provision for 2 male users

The Department of Social Services is responsible for individual services for people with substance abuse problems, including health and care services according to the Patient and User Rights Act § 2-1a in conjunction with the Health and Care Services Act § 3-2, paragraph 6, letter b, and shall offer housing and service provision to two male users with dual diagnosis (substance abuse and mental health disorders). The purpose of the service provision is to ensure adequate health and care services through housing that facilitates a safe, predictable, and dignified everyday life with a high quality of life. The services shall be based on an environmental therapy approach emphasizing care, clear communication, structure, and behavioral regulation. A provision with 24-hour health and care services for both users shall be procured. User B has a long-term partnership, and the provision must therefore also include housing for their partner. If the housing and service provision for one of the users ceases during the contract period, the municipality shall have the option to let another user within the same target group (people with substance abuse and/or dual diagnosis) take over the place. Further terms for this will be agreed upon between the client and the supplier.
