Establishment of Long-Term Arrangement(s) (LTA) for Haulage Services across Nigeria

Agency: UNICEF | Reference: 9205586 | Type: Request for proposal UNICEF has now issued a Request for Proposals in order to select a supplier for the provision of Establishment of Long-Term Arrangement(s) (LTA) for Haulage Services across Nigeria UNICEF Nigeria invite qualified and experienced logistics and haulage service providers to submit proposals for the establishment of Long-Term Arrangement(s) (LTA) for Haulage Services. The objective of this solicitation is to establish a pool of qualified transport service providers for the safe, timely, traceable and cost-effective movement of UNICEF programme goods, supplies and equipment from designated UNICEF warehouses, ports, airports, supplier premises and approved collection points across Nigeria. The proposed LTA will be valid for an initial period of two (2) years, with the possibility of extension for one (1) additional year, subject to satisfactory performance and UNICEF's operational requirements. The solicitation is divided into the following lots : • Lot 1 – Maiduguri • Lot 2 – Bauchi • Lot 3 – Kano • Lot 4 – Lekki Lagos • Lot 5 – Abuja/FCT • Lot 6 – Kaduna • Lot 7 – Last-Mile Delivery Services Bidders may submit proposals for one or more lots. However, bidders must demonstrate adequate operational capacity, fleet availability, route coverage, GPS tracking capability, insurance coverage, staffing and relevant experience for each lot proposed. Services may include: • Primary haulage from warehouses to states • Transportation from ports, airports and supplier premises • Last-mile delivery to LGAs and facilities • Dedicated truck movements • Emergency and priority deliveries • Inter-warehouse transfers • Other transportation services as detailed in the solicitation documents Mandatory requirements include, but are not limited to: • Valid company registration documents • Tax clearance certificates • Relevant haulage experience • Evidence of fleet capacity • GPS tracking capability • Goods-in-transit insurance • Third-party liability insurance • Financial capacity The evaluation methodology shall be based on cumulative analysis: • Technical Proposal: 70 Points • Financial Proposal: 30 Points Only proposals obtaining a minimum technical score of 50 out of 70 points will proceed to financial evaluation. UNICEF reserves the right to award one or more lots to multiple vendors based on technical capacity, geographical coverage, operational requirements, business continuity considerations and overall value for money.
