The Government of Burundi has received a grant of US$113 million from the World Bank to finance the Urban Resilience Emergency Project (UREP, P177146), which aims to strengthen resilience to floods and improve climate-resilient urban management in Bujumbura over five years.
It is intended that part of the proceeds of this advance will be used for payments under the contract for consulting services: "CONDUCTING THE ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA) AND A RESETTLEMENT ACTION PLAN (RAP) FOR THE ROADS TO BE PAVED
The objective of the consultancy mission The expected services consist of an Environmental and Social Impact Assessment of the roads to be paved, (initial) documentary analysis, environmental and social diagnosis, impact assessment, inventory of affected persons and assets, proposal of mitigation measures, development of the ESMP, and public consultation.
The required qualifications, which constitute the pre-selection criteria, are as follows:
- Have eight (8) years of experience in conducting Environmental and Social Impact Assessments for road infrastructure;
- Have completed, as the lead firm, at least three (3) missions concerning the conduct of environmental and social impact assessments for the construction and/or rehabilitation of unpaved or paved roads of at least ten (10) km and the preparation of environmental and social aspects of the EIA and DAO;
- Have completed, as the lead firm, at least two (2) similar missions concerning the conduct of environmental and social impact assessments for the construction and/or rehabilitation of paved roads totaling at least five (5) kilometers, including the preparation of environmental and social aspects for the EIA and DAO;
- N.B: Key experts will not be evaluated at this stage.
Consultants may associate with other firms to enhance their qualifications, but must clearly indicate whether the association takes the form of a joint venture and/or a subcontracting arrangement. In the case of a joint venture, all partners of the joint venture will be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method, set forth in the Procurement Regulations Edition February 2025 and in accordance with the criteria required by the Terms of Reference for the mission.
