EUDI-Wallet - Ecosystem Management Portal (EMP)

As part of the national implementation of the EUDI Wallet introduction, the contracting authority provides, among other things, mechanisms for the transparency of the EUDI Wallet ecosystem and services to enable this ecosystem, including public register views, documentation, and developer support, to support the introduction and interoperability throughout the German EUDI Wallet ecosystem. This includes all mentioned aspects, which are bundled in the so-called EUDI Wallet Ecosystem Management Portal - EMP. The EMP is the subject of the services to be procured with this tender. It provides the technical platform on which the functions for registration, trust management, orchestration, transparency, and activation for the EUDI Wallet are implemented. It operates within the applicable governance framework and supports compliance with eIDAS and ARF, while the issuance and presentation of credentials remain decentralized. Beyond fulfilling its technical and operational tasks, the EMP is intended as an important factor for trust, transparency, and acceptance of the EUDI Wallet infrastructure. The contracting authority aims to develop the EMP in such a way that it is reusable for other EU member states and enables cooperation and reuse of the solution in their respective national contexts. As such, the EMP represents a central infrastructure component for the emerging EUDI Wallet ecosystem in Germany and potentially across Europe. Within the scope of this tender, the contracting authority intends to engage a contractor under a time and materials contract, with a focus on agile collaboration. This model is necessary because the key specifications are still under development and the detailed scope needs to be iteratively defined during the project. While the contracting authority bears the primary delivery risk in this constellation, the contractor is expected to ensure consistent quality, responsiveness, and proactive collaboration throughout the engagement.
