Europe-wide award of planning and construction services for the new construction of the Eyachtal fire station in a negotiated procedure with a competition for participation

The city of Albstadt is planning the new construction of the Eyachtal fire station in the Lautlingen district. During the assessment of renovation costs or the costs for necessary replacement buildings by the building optimization project group, the need and possible synergies of a central new building were intensively investigated. As a result, the concept of a central common location for the 3 existing fire departments in Lautlingen, Laufen and Margrethausen was decided by the municipal council through a common location concept. The city is therefore now pursuing the construction of a new common fire station for the Albstadt volunteer fire brigade in the Eyachtal area. For this purpose, a plot of land on Lauterbachstraße in the area of the federal road B 463 was selected. The planned building plot comprises parcels 1216 and 1216/2. The property is located within a commercial area. The legally binding development plan of October 6, 1984 allows for two- to exceptionally three-story construction. Special technical and structural framework conditions exist for the property due to a 110 kV overhead line running across the area. According to the specifications of EnBW, protective strips, height restrictions, and restrictions regarding construction methods, storage areas, and technical facilities must be taken into account. Among other things, transformers, battery storage, and diesel or natural gas tanks are not permitted within the protective strip. A fire station for volunteer emergency personnel is planned with four vehicle parking spaces, including two parking spaces for assistance fire engines (HLF 20), a crew transport vehicle (MTW), and a special vehicle. In addition, training areas, alarm parking spaces, and functional rooms such as changing rooms, technical rooms, workshops, and training rooms are provided. In order to achieve integrated planning with the involvement of structural industrial expertise, modern and attractive planning, and a sustainable energy concept with the aim of early cost and schedule certainty and very rapid construction implementation, the city of Albstadt wishes to award the construction project as a combined planning and construction tender to a team of object and specialist planners and a construction company. The completion of the building is planned by the 3rd quarter of 2029. For the realization of the new building including equipment, the construction of the outdoor facilities and the connection to the public infrastructure, the city of Albstadt has allocated a maximum total project budget for KG 200-700 including construction cost increases and unforeseen expenses amounting to EUR 5.1 million gross. The amount should be undercut and includes all ancillary construction costs for object and specialist planning, as well as any construction cost increases up to the total completion of the described service. The city of Albstadt reserves the right to cancel the award procedure if it becomes apparent during the procedure that the cost ceiling will be exceeded. For the execution of the award procedure, the city of Albstadt intends to award the contract by June 18, 2026 at the latest. This date forms an essential basis for the procedure and project planning due to the already approved funding according to ZFeuVwV. The city of Albstadt reserves the right to cancel the award procedure if it becomes apparent during the procedure that the planned award date cannot be met for reasons for which the city of Albstadt is not responsible. These include, for example, delays due to review procedures, administrative or judicial decisions, unforeseen factual or legal framework conditions, or other circumstances beyond the control of the city of Albstadt.
