EVB-IT Framework Agreement: Grade and Certificate Management Software

The state of Mecklenburg-Vorpommern intends to provide, implement, and maintain digital grade and certificate management software for all public general education (ABS) and vocational (BLS) schools in Mecklenburg-Vorpommern. This includes the following school types: ABS: primary schools, secondary schools, grammar schools, evening grammar schools, cooperative comprehensive schools, integrated comprehensive schools, special needs schools; BLS: vocational schools, vocational training schools, higher vocational schools, technical schools, technical colleges, vocational grammar schools. Schools in private sponsorship will also be offered the use of this software. The use by schools is voluntary at the time of the tender publication. The digital grade and certificate management software is used for the central recording, management, evaluation, and documentation of student performance, as well as for the creation and issuance of certificates. For consortia, the required proofs must be submitted separately by each member of the consortium, see also Annex 1, points 2 and 4 (according to form) and point 2.9 of the application conditions. Cross-border legal regulations Details on the procedure type Type of procedure The bidder shall specify the supply chain management and supply chain monitoring system available to them for contract fulfillment. References to specific services At least three suitable reference contracts of the company from the last three years. Contracts with a duration of 12 months or more are expected. A reference contract is suitable if it is comparable in nature and scope to the subject matter of the contract. A reference contract is comparable if it includes the following: - the provision and implementation of web-based software for managing performance evaluations and creating certificates or a functionally comparable specialized application in the school or education sector, - the introduction of the application in a multitude of institutions or organizational units, including piloting and rollout, - the integration of the application into an existing IT system landscape via interfaces, particularly for user and rights management as well as for automated exchange of master and operational data, - the operation of the application as a SaaS solution, including maintenance and 3rd-level support, or the provision of an on-premise solution (hosting by the contracting authority) and maintenance/support, - the processing of personal data on a scale of at least 10,000 users (students and teachers) or more than 20 schools, or a technically and organizationally comparable scaling, including handling of time-concentrated peak loads. Ongoing contracts where comparable services have been provided within the last three years will also be evaluated. - Annex 4, point 2 (according to form) Relevant educational and professional qualifications Declaration that the employees intended for service provision have fluent German language skills, both spoken and written. - Annex 4, point 3.3 (according to form) Average annual workforce Total number of the company's average annual employees and the number of its managers in the last three years. - Annex 4, point 3.1 (according to form) Number of managers Total number of permanently employed employees and managers in the field of activity of the contract in the last three completed financial years. - Annex 4, point 3.2.1 (according to form) Total number of the company's average annual technical specialists in the field of activity of the contract in the last three years. - Annex 4, point 3.2.2 (according to form) Proportion of subcontracting The extent to which and for which parts of the contract the use of third parties is planned or third-party capacities are to be used must be indicated with the offer. It must be ensured that this can be agreed with the contractual execution of the service. Further details can be found in the application conditions (points 2.9 and 2.10). Professional liability insurance Proof of existence of business liability insurance or comparable insurance from a member state, not older than six months from the date of dispatch of the contract notice.
