Description

His Majesty in right of Alberta, as represented by the President of Executive Council (the “Province”), through the Strategic Procurement Office, is issuing a Request for Proposals (“RFP”) to establish a roster of qualified vendors for enterprise-wide Management Consulting Services across the following service streams; Strategy and Policy Consulting, Program and Project Management Consulting, Change Management and Organizational Transformation Consulting, Operations and Process Improvement Consulting, and Human Capital and Workforce Consulting. Management Consulting Services are professional advisory support services provided to the Government of Alberta to address organizational challenges, support informed decision-making, improve programs and operations, manage organizational change, strengthen workforce planning, and support the achievement of strategic objectives. Successful Proponents will enter into Master Service Agreements for the applicable Service Stream(s) and may subsequently compete for work through Statement of Work (“SOW”) procurement processes. The Service Streams are: 1. Strategy and Policy Consulting: Provides strategic planning, policy research and analysis, policy development and evaluation, jurisdictional scanning, framework development, system reviews, future-state design, and decision-support services. 2. Program and Project Management Consulting: Supports program and project planning, governance, execution, PMO activities, risk and issue management, performance reporting, implementation readiness, transition, and project close-out. 3. Change Management and Organizational Transformation Consulting: Supports organizational transformation, change strategy and implementation, organizational design, change impact and readiness assessment, stakeholder engagement, communications, adoption, and sustainment. 4. Operations and Process Improvement Consulting: Supports operational assessments, business process analysis and redesign, service delivery improvement, performance measurement, operational efficiency, capacity analysis, and implementation of operational improvements. 5. Human Capital and Workforce Consulting: Provides strategic workforce planning, workforce demand and supply analysis, forecasting, workforce and capability gap assessment, labour market analysis, skills and capability planning, and workforce analytics and performance measurement.
