The Metropolis's road management activities are structured around four key areas: maintenance and preservation of road infrastructure; development, improvement, and expansion of the road network; operation of traffic signals and management of traffic flow; and the exercise of police powers related to traffic. Daily, the Lyon Metropolis strives to fulfill these missions with the overarching goal of ensuring and improving the safety of multimodal travel and the accessibility for people with reduced mobility within the urban area. This is achieved by developing infrastructure that favors soft modes of transport, facilitating the movement of vulnerable individuals and those with disabilities, and implementing specific road improvements tailored to living areas.

This procurement specifically aims to cover a range of expert services. These include studies on safety challenges and thematic or localized safety issues, as well as situational prevention safety expertise. The scope also encompasses the input or correction of safety data, and the execution of accessibility diagnostics for people with reduced mobility and disabilities.
