Operation and management of company restaurants, Espace Club and RJH catering point at CEA Cadarache

The services relate to the execution of management and operation services:  of the self-service company restaurant No. 1 (called R1) located in building 103,  of the self-service company restaurant No. 2 (called R2) located in building 278,  of the 2 cafeterias located in buildings 103 and 278 offering takeaway sales (VAE) for lunch as well as breakfasts (for employees who have undergone a medical examination and for authorized on-duty employees),  of the club space offering catering services such as breaks, meal trays, buffets, cocktails, table-served meals and distribution of food items,  of the takeaway catering point located on the RJH construction site. These regular services are remunerated based on activity at fixed prices. Estimated services are also planned based on a price list and prior quotation. The contract has a duration of 3 firm years and includes two one-year extension options. Pursuant to Article R2123-1 of the Public Procurement Code, this contract is a contract for social services or other specific services. As such, it is governed by the rules of the adapted procedure. Pursuant to Article R2131-15 of the Public Procurement Code, due to the amount exceeding the European threshold for the procedure, publication is made in the Official Journal of the European Union. In accordance with the provisions of Article R.2123-5 of the Public Procurement Code, this procedure includes a negotiation phase. However, the CEA reserves the right to award the contract based on the initial offers without negotiation. As part of its responsible purchasing policy and fight against exclusion, the CEA has decided to apply the provisions of Article L 2112-2 of the Public Procurement Code by including a mandatory social integration clause in this Contract. The indicated volume of hours to be reserved for the employment of one or more persons engaged in a social integration pathway constitutes a mandatory minimum of 9,630 hours for the firm part of the contract. In the event of option activation, 3,210 integration hours per optional year will be required.
