Description

Agency: ILO | Reference: rfx_13474_ROAF | Type: Call for individual consultants Dear Bidder, The International Labour Office (ILO) is looking for an individual to undertake work as an External Collaborator. Below is a summary of the work to be performed: 1. Review the existing drafts and technical comments, engaging with the relevant government counterparts from the outset to clarify institutional expectations and assess the manuals' relevance, completeness, coherence and practical applicability. 2. Substantially refine and strengthen all three manuals, drawing on established national frameworks, institutional experience and good practices in skills development, internship management and work-based learning, while maintaining regular technical exchanges with the ministry to ensure alignment with its requirements. 3. Simplify and operationalise the content, ensuring that the manuals are concise, user-friendly and action-oriented, with clearly defined procedures, institutional responsibilities, implementation steps, checklists, templates and practical tools, where relevant. 4. Ensure consistency and complementarity across the three manuals, avoiding unnecessary duplication and ensuring that each document responds to the specific needs of its intended users. 5. Incorporate consolidated technical feedback prior to stakeholder validation, working closely with the ministry to address substantive comments and produce sufficiently mature and comprehensive drafts to facilitate a focused joint review rather than extensive additional drafting. 6. Support a targeted joint technical review with the ministry and other relevant stakeholders, as facilitated by the ILO, and subsequently incorporate all agreed recommendations into the final manuals, maintaining close coordination with government counterparts through completion of the assignment. Please note that travel is required for this assignment. The necessary travel costs will be covered by the ILO. If you are interested, please express interest and follow the instructions.
