External support for the myELWIS specialist application

The subject of the procurement is an individual software to be newly developed under the name "myELWIS", which will replace the currently operated Electronic Waterway Information Service (ELWIS) specialist application. The application is a service established in shipping, used millions of times, which has a very high public profile and is therefore also described externally on the ITZ-Bund website. A focus in the conception and development lies on the requirements of myELWIS users for individualized information selection and personalized presentation, as well as an overall improved user experience. This is achieved, among other things, by restructuring the content and using modern presentation formats such as a dashboard. In this dashboard, the required information can be individually integrated in the form of widgets. Another focus is on the fundamental modernization of the IT application's system and software architecture. The predecessor system ELWIS already offers some interfaces, partly as a result of national or European obligations, through which other systems can consume information. Currently, this group of consumers mainly consists of a few specialist customers within administrations at national or European level. However, the interest of the interested public is also growing, to be able to retrieve the information held via machine-to-machine interfaces automatically in order to process it further in their own developments. Most of the information held can be classified as open data, which is available to the public for reuse anyway and should continue to be available. ELWIS must therefore be significantly (further) developed in order to - meet the expected increasing number of consumers of existing interfaces, - enable efficient provision of further information via new interfaces in the future, and - ensure high availability of all information. For these reasons, corresponding requirements for the system and software architecture play an important role in conception and development. Implementation will be carried out according to the current state of the art, so that the operation, maintenance and further development of the new specialist application can continue to be carried out in the future with reasonable effort and with at least the same operating quality. The subject of the tender is divided into the following parts: "myELWIS" new development according to the requirements in the service description. This includes: - Analysis of existing functionalities as well as further, new requirements. - Creation of a modern system and software design according to architectural patterns and best practices - Implementation of the created system and software design using suitable software products and tools as well as programming languages, frameworks, libraries and development tools, which among other things also offer foreseeable good support for applications that access (will access) myELWIS, realize interfaces for such applications. - Conception and implementation of measures for software quality assurance and maintenance, as well as IT security and data protection, - comprehensive documentation, - data migration from the existing system, - preparation and execution of training courses, optional maintenance of the specialist application (including adjustments), optional further development of the specialist application.
