Description

13-Aug-2026 The services included under this project/activity are to assess the technical, financial, economic, institutional, and commercial viability of Felei Tech City while designing an appropriate governance and operational model for SLIIF. The consultant will, among other tasks: assess Sierra Leone's digital economy and investment readiness; evaluate the technical, environmental, infrastructure, and market feasibility of Felei Tech City; prepare financial and economic models for the Tech City; design the governance, institutional, legal, and operational framework for SLIIF; recommend financing mechanisms, including PPP and blended finance structures; and prepare a phased implementation roadmap for both initiatives.
