- BACKGROUND OF THE PROJECT
The Somalia Education for Human Capital Project seeks to enhance the effectiveness of teaching and learning in schools spread across selected regions of the country. The project prioritizes girls’ access, learning conditions, completion rates, and outcomes and uses specific indicators and targets to track and report on these factors. The project targets fourteen districts with the lowest enrollment rates and experience other challenges. To help drive enrollment in these districts, the project is delivering a package of schooling services to benefit disadvantaged, out-of-school children: new schools have been built, teachers will be hired and trained, ands school grants will be given. New schools have been built, teachers have been hired and trained, and school grants have been provided.
The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a qualified Financial Management specialist to be responsible for implementation of financial activities within the Somalia Education for Human Capital Development Project.
Responsibilities: The FM specialist will be responsible for Maintaining all accounting records in line with approved accounting standards and in line with the World Bank’s and Government’s regulations and ensure that disbursements are made in accordance with approved annual budgets and work plans together with the Project management. The FM specialist will ensure that all payments are done in accordance with good accounting practices and in line with the project objectives and financing agreement and ensure prompt release of funds once approved to beneficiaries. He/she will ensure that the filing system of the accounting records are always satisfactory, and they are easily retrievable for reviews and audit purposes. The FM specialist will assist in management of fixed assets by ensuring timely update of fixed assets register, and physical verification of assets, at least twice a year, as guided by fixed assets management Policy”.
S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following website https://jobapplication.moe.gov.so/ or can be provided upon submission of application.
A. Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in accounting, finance, statistics or business administration;
- Professional qualification in financial management, registered by and attained final qualification of any financial management related recognized professional body e.g. CIPFA IPFM, ACCA, CPA etc, is desirable.
- At least 7 years of experience in audit or financial management;
- At least 3 years of experience in financial management directly relevant to public sector and/or international development organization;
- Experience of project financial management in a developing country; experience in a fragile state is preferable;
- Excellent written and oral communication skills in English and Somali to deliver technical financial documents, and reports.
- Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required, working experience of FMIS will be an added advantage.
B. REPORTING
The FM Specialist will directly report on a day-to-day basis to the PMU Project Manager. He/she will be expected to closely work with the EAFS Director in the Accountant General’s Office, Ministry of Finance and Procurement Specialist to smoothly run project operations.
C. TIMING Duration of Assignment:
The FM specialist shall be contracted for 10 Months period.
The Ministry of Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
D. SUBMISSION REQUIREMENTS
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020, and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
