The Government of Albania has received financing in the amount of EUR 51.6 million from the World Bank toward the cost of the Building Resilient Bridges Project (BRBP) and intends to apply part of the proceeds for individual consulting services, subject of this Request for Expressions of Interest (REoI).
Albanian Road Authority (ARA) will be responsible for implementation of the BRBP with the support of a Project Implementing Team (PIT) within ARA.
The individual consultant will serve as the Financial Management Specialist (FMS) for the PIT of the BRBP. The FMS will support ARA in all financial management, budgeting, accounting, disbursement, financial reporting, audit coordination, and contract payment monitoring activities related to project implementation, in accordance with the Loan Agreement, World Bank procedures, and the Project Operational Manual (POM). The consultant will also support the preparation of interim financial reports, withdrawal applications, financial forecasts, and maintenance of internal control systems for the Project. The consultant will work closely with the ARA Budget Planning and Finance Department, the Ministry of Infrastructure and Energy, the Ministry of Finance, the World Bank, and other relevant stakeholders to ensure efficient and compliant financial management of the Project. The assignment will be carried out on a full-time basis at the ARA/PIT offices in Tirana.

The ARA now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested candidates should provide information demonstrating that they have the required qualifications and be able to demonstrate previous experience as Financial Management Specialist as follows:
- Relevant university education in accounting, business administration, finance, and economics;
- Good knowledge of Government accounting, financial management systems, budgeting systems, and tax and legal requirements in Albania.
- Good knowledge of financial and accounting policies, rules and regulations pertaining to international organizations.
- Professional experience in accounting/budget management in a full-time position, preferably in World Bank and other donor-financed projects (at least 10 years)
- Knowledge of financial management, financial reporting and disbursement procedures in donor-financed projects.
- Advanced user of MS Office (Word, Excel, PowerPoint), and accounting software solutions (Alpha or equivalent)
- Good Business Working knowledge of English and Albanian (spoken and written)
Applicants that fulfill the qualification requirements will be further evaluated based on the below criteria:
- General Qualification â 30 points
- Adequacy for the assignment â 60 points
- Language â 10 points
This is a full-time position for twelve (12) months, with a three (3) month probation period, from contract signing and/or entry into force of the contract. Based on satisfactory performance and mutual agreement, the contract may be renewed for the entire duration of the program. The selected candidate for the FMS position should be available to commence immediately upon completion of the contract award procedure.
The individual consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the World Bank Procurement Regulations for IPF Borrowers, November 2020, under a Time-Based Contract.
