Description

The Scottish Government is looking to establish a Dynamic Purchasing System (DPS) for Fire Alarm Design, Installation & Associated Project Management Services. The DPS will be split into 2 Lots: Lot 1: Fire Alarm Design & Installation Lot 2: Associated Project Management Services Please Note: The value of call off- contracts will range from Thousands to Millions however no form of volume guarantee has been granted by the authority and therefore no commitment of spend is guarenteed through the DPS. Lot 2 of the DPS will comprise of suitably qualified and experienced suppliers to provide project management and contract administration services associated with the delivery of fire detection and fire alarm systems in residential buildings affected by cladding related fire risk across Scotland. Services may include: Coordination of surveys, investigations and technical assessments Preparation of specifications and procurement documentation Tender and contract management Coordination of contractors undertaking opening up, enabling and making good works associated with fire alarm installations Coordination and submission of Building Warrants, approvals, or any other statutory permissions or consents required for the works Resident and Factor liaison Coordination of installation works in occupied buildings Programme, cost and compliance monitoring Oversight of commissioning, testing and certification Coordination of handover documentation and project close out Services will support delivery of works in accordance with BS 5839 and relevant Scottish fire safety legislation, standards and guidance. Projects may include temporary or permanent systems, upgrades to existing installations, and works integrated with wider fire safety or cladding remediation programmes. Core Certification & Regulatory Compliance If asked at call-off contract stage and/or DPS example stage suppliers must demonstrate full compliance and provide certificates if applicable with the following: Relevant construction, engineering or building surveying qualification, such as a degree, HNC/HND, or equivalent in a related discipline (e.g. Building Surveying, Quantity Surveying, Civil Engineering, Architecture or similar) Membership of a relevant professional body, such as: RICS IFE CIOB APM ICE CIBSE RIBA/RIAS Personnel responsible for managing and delivering site based works must hold qualifications and training appropriate to their role when asked for within the call off contract, such as SMSTS, SSSTS, IOSH Managing Safely, CSCS/ECS cards or equivalent industry recognised qualifications. Lot 1 of DPS will provide for works in accordance with BS 5839-1:2025 and all relevant Scottish fire safety legislation, standards, and guidance, including requirements under the Fire (Scotland) Act 2005, and applicable Scottish Building Standards. Works may include the provision of new or enhanced fire detection and alarm systems comprising categories L1–L5, as identified through the Single Building Assessment (SBA). Requirements may include temporary or permanent fire alarm solutions, modifications to existing systems, associated enabling works, certification, compliance documentation, integration with wider fire safety strategies or cladding remediation activities and maintenance. Suppliers must be able demonstrate full compliance and provide certificates if applicable with the following if asked for at call off stage and/or within the SPD Example Section: Fire Detection and Alarm System (FD&AS) Standards BS 5839-1:2025 Fire detection and fire alarm systems for Buildings BAFE SP203 1 certification (modules: Design, Installation, Commissioning) Certification body must be UKAS accredited Commissioning shall be conducted in accordance BSRIA Application Guides and CIBSE Commissioning Codes Electrical Design & Installation (Mandatory) BS 7671:2018+A2:2022, Requirements for Electrical Installations BS 5839 1 interface requirements for fire alarm systems Electrical installation certification (EIC / Minor Works as applicable) Scottish Regulatory Compliance Compliance with Scottish Building Regulations, including the relevant provisions of the Building Standards Technical Handbooks (Fire and Electrical sections) Demonstrable understanding of: Fire detection and alarm requirements for domestic and non‑domestic buildings, including system selection and coverage in accordance with risk Applicable certification processes, including use of Approved Certifiers of Design and/or Construction where required under Scottish Building Regulations Legal Competency Confirmation that all works are delivered by “competent persons” under fire safety legislation Understanding of duties under: Fire (Scotland) Act Health and Safety: Personnel responsible for managing and delivering site based works must hold qualifications and training appropriate to their role, such as SMSTS, SSSTS, IOSH Managing Safely, CSCS/ECS cards or equivalent industry recognised qualifications.
