General InformationThe United Nations Development Programme (UNDP) Philippines, under the European Union – Philippines Green Economy Partnership: Green Local Government Units Project, intends to conduct a market sounding exercise to better understand the capacity, experience, availability, and interest of qualified firms or entities that may be able to provide technical assistance on circular economy financing at the local government level.This Request for Information is being issued to gather market information that may inform the design of a possible subsequent solicitation process, including the finalization of the Terms of Reference, technical requirements, qualification criteria, evaluation approach, implementation timelines, and indicative market capacity.This RFI does not constitute a solicitation or an invitation to submit a proposal.
Participation in this RFI is voluntary and does not create any obligation on the part of UNDP to issue a solicitation, award a contract, or establish any contractual relationship with any respondent.B.
DescriptionIt is the intention of UNDP Philippines to explore the market for qualified firms, institutions, consortia, or other legally constituted entities with relevant experience in circular economy financing, sustainable finance, local government finance, investment pipeline development, and innovative financing instruments.Specialized firms or entities are encouraged to respond to this RFI and complete the separate questionnaire.
Responses will assist UNDP in obtaining information on available market capacity, relevant areas of specialization, possible delivery approaches, realistic timelines, indicative staffing requirements, and the level of interest in participating in a possible future competitive procurement process.Information provided through this RFI will be treated as confidential and will be used for UNDP’s internal market analysis and planning purposes only.
Information submitted will not, in itself, qualify or disqualify any firm or entity from participating in any future procurement process.UNDP reserves the right to cancel, amend, or modify this RFI at any time without incurring any liability to respondents.C.

Purpose of the RFIThe purpose of this RFI is to collect market information to help UNDP assess:Availability of qualified firms or entities with relevant circular economy financing experience;Market capacity to deliver the indicative scope of services;Appropriate qualification requirements for a possible future procurement process;Suitable team composition and areas of specialization;Realistic implementation timelines and levels of effort;Potential delivery models, including individual firm, consortium, joint venture, or subcontracting arrangements;Indicative cost drivers;Market interest in participating in a possible future solicitation process;Any gaps, risks, or areas requiring clarification in the draft requirements.E.
