The state hosts a growing base of energy businesses, CNG conversion workshops, and clean energy startups, all of which require workers with practical, verified technical skills. The Lagos energy market also presents clear enterprise opportunities for youth who can acquire the right competencies and enter the sector as self-employed technicians or small business operators.The Lagos State Employability Support Programme (LSESP), implemented by UNDP Nigeria in partnership with the Lagos State Government, recognises energy as a priority sector for youth employment and economic inclusion under Phase 3. Stakeholder consultations and labour market assessments have identified the following key gaps in the current energy skills landscape in Lagos:1. Limited availability of trained CNG vehicle conversion specialists as the governments CNG vehicle programme scales up.2. Insufficient understanding of HSE standards among energy workers, resulting in safety risks on installation sites.3. Few structured pathways for youth to translate energy skills into enterprise entry or formal employment.UNDP Nigeria now seeks to engage a qualified firm with demonstrated technical expertise in CNG to design and deliver a structured, dual-pathway skills training programme for LSESP Phase 3 beneficiaries in Lagos State. The programme must be hands-on, competency-based, and directly linked to employment and enterprise outcomes in the energy sector.OBJECTIVE OF THE ASSIGNMENTThe objective of this assignment is to design and deliver a structured, dual-pathway and CNG skills training programme for youth beneficiaries under LSESP Phase 3 in Lagos State, equipping participants with practical, market-relevant technical competencies that translate directly into employment, apprenticeship placement or energy sector enterprise entry.The selected firm will be responsible for curriculum development across both pathways, master trainer and facilitator deployment, hands-on practical training delivery, industry linkage and placement support, competency-based assessment and monitoring of outcomes, and reporting to UNDP.
