Eine fundierte Zusammenschau ist bislang nicht erfolgt. Die Studie soll anhand von Referenzgebieten Unterschiede und Gemeinsamkeiten der bisherigen Regelungsansätze herausarbeiten und einordnen, übergreifende Rechtsfragen bearbeiten sowie Verbesserungsmöglichkeiten und künftige Forschungsfragen formulieren.
