FMR Tender Building Services Niederrhein-Therme Bidding Phase

The Niederrhein-Therme has been operated by the client in the Revierpark Mattlerbusch since 1989. The thermal bath has 15 saunas, 2 thermal brine pools, a wave and leisure pool, and thus offers a comprehensive health-oriented program for all target groups. In May 2021, a renovation report for the thermal bath was prepared, which outlines the most urgent measures to maintain and restore the operational safety of the facility. To guarantee or establish operational safety, the client has opted for the concept of a complete renovation of the thermal bath. The current area, including the outdoor areas, is available and is intended to target an annual visitor number of 250,000 - 280,000 visitors. The new facility is to have a future-oriented energy concept. Techniques and building materials are to be used here that guarantee CO²-neutral bath operation with heat recovery and economical consumption media with environmentally friendly, ecological sustainability. The important identity-creating offers of sauna & brine are to be meaningfully supplemented by, for example, a brine floating pool and a course pool, a pool bar pool, a fitness area, and lounge areas with a high feel-good factor. As part of the general renovation, the current basement inventory is to be retained. The subject of this award procedure with a preceding participation competition is the award of the specialist planning services for building equipment for the general renovation of the Niederrhein-Therme Mattlerbusch in Duisburg. The commissioning is to be carried out in stages. The contractor is to prepare the services for building equipment, including the necessary demolition planning for the components that are not to be retained. The contractor is initially to provide services for phases 1-2+ and the associated special services. The term "2+" refers to the start of service phase 3, i.e., an initial rough cost estimate of the quantities. In the first, firmly commissioned service stage (LPH 1 and 2+, see above), the bidder must provide all services required for the preparation of a qualified decision paper, including any further special services not expressly mentioned here. The bidder must also definitively offer all further services from service phases up to and including service phase 9 of the HOAI for the building equipment for buildings. For the further service phases as well - insofar as commissioned - all necessary special services must be provided by the bidder. The contractor owes a structurally designed, technically and economically successful implementation of the planning services for structural design according to the recognized rules of technology. Furthermore, the contractor must comply with the following objectives and targets of the client ("planning objectives"), which are detailed in the tender documents, in order to achieve the contractually owed work result: (a) The new thermal bath is to offer the following facilities as a leisure pool: indoor pool, therapy pool, brine pool, sauna facilities, transitions to the outdoor pool area, fitness area and beauty area, as well as gastronomy and the construction of at least 4 tiny houses in the outdoor area. (b) The general renovation of the property is to be carried out while retaining as many components as possible, especially the basement rooms. After the removal of the existing technology, the basement rooms are to serve as technical rooms, social rooms, and storage rooms. The client assumes that the basement ceiling in the existing building will be completely removed and replaced by a new single-story superstructure.
