One organization that submits the most excellent proposal through review and selection will be selected as the candidate for the委託先 (contractor).
Maximum委託料 (contract fee): 6,312 thousand yen (including consumption tax and local consumption tax).
Application Qualifications:
Must not fall under the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).
Must be listed in the Goods/Services Tender Participant Register (Services).
Must not have any period of suspension of tender participation qualifications based on the Goods/Services General Competitive Tender Participant and Designated Competitive Tender Participant Qualifications, etc., between the date of this public recruitment and the date of review completion.
Must not have any period of suspension of designation based on the Chiba Prefecture Goods/Services Designated Competitive Tender Participant Designation Suspension Standards and exclusion from bidding based on the Measures to Exclude Violent Groups, etc., from Contracts for Goods Procurement, etc., between the date of this public recruitment and the date of review completion.
Must have experience in contracting with public institutions for the construction and decoration of exhibition booths within the past 2 years.

"FOODEX JAPAN 2027 Chiba Prefecture Booth" Construction and Decoration Services Outsourcing Proposal Specifications
1.委託事業名 (Entrusted Business Name): "FOODEX JAPAN 2027 Chiba Prefecture Booth" Construction and Decoration Services Outsourcing.
2. Purpose: "FOODEX JAPAN" is one of Asia's largest international food and beverage trade shows. By exhibiting at this trade show, Chiba Prefecture aims to support the expansion of domestic food-related companies' sales channels both domestically and internationally. To enable companies exhibiting at the "Chiba Prefecture Booth" to effectively promote their products and connect with domestic and international companies, it is necessary for specialized operators to handle the construction and decoration of the "Chiba Prefecture Booth". Therefore, this proposal process is being conducted to select a construction contractor.
3. Contents of Entrusted Services: Construction, decoration, and dismantling of the "FOODEX JAPAN 2027 Chiba Prefecture Booth".
(1) Dates and Venue:
a. Dates: Tuesday, March 9 to Friday, March 12, Reiwa 9.
b. Venue: Tokyo Big Sight.
(2) Basic Specifications of Exhibition Space: Construction, decoration, and dismantling of a total of 8 booths for the "FOODEX JAPAN 2027 Chiba Prefecture Booth" (planned for 16 companies, including overseas expansion support slots and agricultural-industrial cooperation or regional resource utilization support slots).
*1 booth: Width 2.97m x Depth 2.97m x Height 2.7m.
(3) Details of Services, etc.:
a. Payment of Exhibition Fees: Pay 3,784,000 yen (tax included) as exhibition fees to the organizer.
b. Collection of Exhibitor Contributions: Collect 120,000 yen from each of the 16 exhibiting companies and use it for expenses.
*Exhibiting companies are currently being recruited, and decisions are expected from mid-September onwards.
c. Booth Construction, Decoration, and Dismantling:
(a) Floor work.
(b) Construction work.
(c) Sign work (signboard creation).
(d) Electrical work.
(e) Plumbing work.
(f) Construction costs.
(g) Design and drawing composition fees.
(h) Rental item arrangements (chairs, tables, catalog stands, etc.).
[Important Notes]
- Booth location, dimensions, and open sides are scheduled to be announced by the organizer in late November. Even if they differ from the assumptions made at the time of proposal, the content should be implemented as proposed without changing the overall cost.
- Include food designs that do not conflict with the exhibitors' products. Also, include the design of "Chiba-kun" so that it is visible from afar.
- Allocate exhibition space equally to each exhibitor.
- Install nameplates (Japanese/English) in each exhibitor's space. The nameplates should include not only the exhibitor's name but also product images and related keywords (Japanese/English).
- Apply special decorations to the spaces of exhibitors related to fermented foods.
- Effectively appeal to each exhibitor's products with fluorescent lights, spotlights, etc.
- Arrange the layout and shape to facilitate business negotiations by exhibitors while considering visitor flow.
- Provide a common stock space that each exhibitor can easily access.
- Provide one space for video playback and pamphlet distribution. Install two monitors for video playback.
- Construction must be completed by 1:00 PM the day before the event.
- Establish a system to respond immediately in case of damage to decorative parts or equipment failure during the event (e.g., destruction of structures, malfunction of electrical equipment or monitors, etc.).
d. Creation of Visitor Guide Leaflets (Japanese/English):
- List exhibitor information (exhibitor name, product name, product overview, product image, address, phone number, email address, website, etc.) and show a map of the booth locations.
- Size: A4 (Japanese Industrial Standards), full-color printing on coated paper.
- Design should classify exhibiting companies into overseas expansion support slots and agricultural-industrial cooperation or regional resource utilization support slots.
- Minimum print run: 2,000 copies in Japanese, 500 copies in English. Deliver 100 copies of each to the prefectural office by the end of February, and the remaining copies to the "Chiba Prefecture Booth" by Monday, March 8 (afternoon).
e. Liaison and coordination with other contractors related to exhibition.
f. Management of decorative parts.
g. Coordination and management of each exhibitor: Handle all coordination and procedures related to each exhibitor's participation until the exhibition.
h. Other: Auxiliary services related to decoration, etc. Business operations will be conducted in close cooperation with the Economic Policy Division.
i. Original Proposals (Incidental Proposals): Propose original ideas related to items (c) through (h) above, or any other proposals that are effective in achieving the objectives of this service. The costs required for implementing original proposals shall be included in the contract fee for this service.
4. Contract Period: From the date of contract conclusion until Friday, March 26, Reiwa 9.
5. Contract Fee: Up to 6,312,000 yen (including tax). This includes the exhibition fee of 3,784,000 yen (including tax) payable to the organizer.
6. Submission Documents, etc.:

(c) Advantages if this service is contracted.

7. Restriction on Asset Acquisition: Acquisition of assets such as equipment with the contract fee for this service is generally not permitted.
8. Prohibition of Subcontracting: The contractor shall not subcontract the entrusted services to others without the approval of the prefecture.
9. Other:
(1) The service will be entrusted to the selected company, but the adopted proposal may be partially modified as necessary.
(2) No objections regarding the selection process will be accepted.
(3) When processing matters according to these specifications, recognize the importance of protecting personal information and handle personal information appropriately so as not to infringe upon individual rights and interests.
(4) Matters not described in these specifications shall be discussed with the prefecture.
