The procuring entity invites qualified institutions or consortia to submit proposals to design, pilot, and operationalize nationally applicable Forensic Interviewing Protocols for Child Witnesses in Jamaica, aligned with international best practices and local legal, technological, and procedural realities.

The scope includes legislative and policy review, stakeholder consultations, development of draft and final protocols, specification of required interview‑recording infrastructure, and the design and delivery of a certified, trauma‑informed training programme for a multidisciplinary cohort of justice sector professionals.

The selected consultant will also pilot test the protocols, incorporate feedback from senior justice stakeholders, and produce a scaling‑up roadmap to extend the approach to other vulnerable witness groups.
