Description

PROJECT BACKGROUND: The Fish Creek Provincial Park Sikome Lake Water Treatment Plant relies on an aging control system that is increasingly difficult to maintain due to obsolete equipment, limited vendor support, and reduced availability of replacement parts. The existing Programmable Logic Controller (PLC) and Human-Machine Interface (HMI) systems have reached the end of their service life, creating operational, maintenance, and reliability risks that could affect the continuous delivery of safe lake water and increase the likelihood of future equipment failures and unplanned outages. PROJECT OBJECTIVE: To upgrade the Sikome Lake Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) and Control System Upgrade in Fish Creek Provincial Park. The project objective is to modernize and improve the reliability, functionality, and maintainability of the plant’s automation, monitoring, and control infrastructure by replacing obsolete PLC’s, HMIs, SCADA systems, communications and alarm equipment, and backup power systems with modern industrial control technologies. The work is intended to reduce operational and maintenance risks associated with aging equipment and limited parts and vendor support, improve system reliability, and support the continued safe and uninterrupted operation of the water treatment plant. Construction shall be completed in accordance with all applicable legislative, regulatory, health and safety, and environmental requirements while minimizing impacts to park operations and visitors. Additional Requirements: The prime Contractor must provide a valid standard Certificate of Recognition (COR), or a valid Temporary Letter of Certification (TLC) for a standard COR, or a COR Equivalency Letter (COREL) for out of province Proponents.
