Supply of spare parts and services related to the maintenance of SEMT Pielstick units at Senelec power plants

INTERNATIONAL CALL FOR TENDERS NOTICE (AAOI) N°44 -2026 (Without prior qualification) SUPPLY OF SPARE PARTS AND SERVICES RELATED TO THE MAINTENANCE OF SEMT PIELSTICK UNITS AT SENELEC POWER PLANTS - F_DPP_125 1. This call for tenders follows the General Notice for Procurement published on the public procurement portal www.marchespublics.sn and in the newspaper « Le Soleil » n° 16668 of December 24, 2025. 2. Senelec has obtained funds within the framework of its 2026 budget to finance the purchase of spare parts for the maintenance of SEMT PIELSTIK units, and intends to use part of these funds to make payments under the contract relating to the « Supply of spare parts and services related to the maintenance of SEMT Pielstick units at Senelec power plants ». 3. Senelec is seeking sealed offers from eligible candidates who meet the required qualifications for the « Supply of spare parts and services related to the maintenance of SEMT Pielstick units at Senelec power plants ». The contract consists of two (02) distinct lots: • Lot 1 - C4 Power Plant of Cap des Biches: Supply of spare parts and performance of maintenance services for the SEMT Pielstick generating units of the C4 power plant of Cap des Biches; • Lot 2 - Boutoute Power Plant: Supply of critical spare parts constituting the safety stock of the SEMT Pielstick unit. NB: candidates can bid for both (02) lots. Each lot will be evaluated and awarded separately. The same candidate may be awarded one (01) or both (02) lots. Execution deadlines • Lot 1 - C4 Power Plant of Cap des Biches: Supply of spare parts and performance of maintenance services for the SEMT Pielstick generating units of the C4 power plant of Cap des Biches: eight (08) months; • Lot 2 - Boutoute Power Plant: Supply of critical spare parts constituting the safety stock of the SEMT Pielstick unit: five (05) months. In order to allow for a proper assessment of the scope of services, site visits will be organized as follows: • Lot 1 - C4 Power Plant of Cap des Biches: TUESDAY 27/10/2026 at 09:00; • Lot 2 - Boutoute Power Plant: WEDNESDAY 28/10/2026 at 09:00. The procurement procedure will be conducted by International Call for Tenders as defined in the Public Procurement Code, and open to all eligible candidates. 5. The qualification requirements are: a. Financial capacity i. Common requirements for lots 1 and 2: The bidder must provide the financial statements for the last three accounting years (2023, 2024, 2025) duly certified by an auditor or accompanied by a visa certificate issued by a member of the National Order of Chartered Accountants and Certified Accountants of Senegal (ONECCA) (except for trainee chartered accountants) or an equivalent body for non-Senegalese companies. These financial statements must demonstrate the entity's solvency, profitability, and liquidity for the proper execution of this contract. NB: If the bidder is required to appoint an auditor, they must provide the auditor's opinion reports on the financial statements for the years 2023, 2024, and 2025. ii. Financing capacity The bidder must demonstrate its ability to meet the cash flow needs required for the execution of the works subject to this call for tenders. They must provide a line of credit. The line of credit must be issued by a banking institution regularly established in the Senegalese financial market or, if issued by a foreign bank, the latter must have a local correspondent bank. The minimum amount of the required line of credit is set as follows: • Lot 1: One billion four hundred million (1,400,000,000) FCFA; • Lot 2: Fifty million (50,000,000) FCFA. iii. Specific requirement for lot 1 For lot 1, the Bidder must have achieved an average annual turnover of at least six billion five hundred million (6,500,000,000) FCFA over the last three (03) accounting years, i.e., 2023, 2024, and 2025. b.
