1. Le Gouvernement de la République de Madagascar a reçu un financement de la Banque Mondiale pour financer le « Projet Digital and Energy Connectivity for Inclusion in Madagascar » (DECIM), ou « Connectivité Numérique et Energétique pour l'Inclusion à Madagascar », et à l’intention d’utiliser une partie de ce financement pour effectuer des paiements au titre du Marché « Fourniture des poteaux bétons pour 50 900 branchements classiques en huit Lots :
- LOT N°01 : Fourniture des poteaux bétons pour DIR Antsiranana et Nosy Be
- LOT N°02 : Fourniture des poteaux bétons pour DIR Mahajanga
- LOT N°03 : Fourniture des poteaux bétons pour DIR Toamasina et Sainte Marie
- LOT N°04 : Fourniture des poteaux bétons pour DIR Antsirabe
- LOT N°05 : Fourniture des poteaux bétons pour DIR Fianarantsoa
- LOT N°06 : Fourniture des poteaux bétons pour DIR Toliara
- LOT N°07 : Fourniture des poteaux bétons pour DPRA Antananarivo
- LOT N°08 : Fourniture des poteaux bétons pour DTEA Antananarivo
2. L’Unité de Coordination du Projet (UCP) DECIM sollicite des offres fermées de la part de soumissionnaires éligibles et répondant aux qualifications requises pour fournir des poteaux bétons pour 50 900 branchements classiques en huit Lots. Le délai total de la livraison est de quatre (04) mois par lot et les délais ne sont pas cumulatifs en cas d’attribution de plusieurs lots.
3. La passation du Marché sera conduite par Mise en Concurrence National (AON) tel que défini dans le « Règlement de Passation des Marchés applicable aux Emprunteurs dans le cadre de Financement de Projets d’Investissement de la Banque Mondiale (septième édition datée de Septembre 2025) et ouvert à tous les soumissionnaires de pays éligibles tels que définis dans ledit Règlement
4. Les soumissionnaires éligibles et intéressés peuvent obtenir des informations auprès de l’UCP DECIM et prendre connaissance des documents d’Appel d’offres durant les heures de bureau de 09h00 à 16h00, (heures locales) à l’adresse mentionnée ci-dessous.
5. Les Soumissionnaires intéressés et éligibles peuvent obtenir un dossier d’appel d’offres complet en Français en formulant une demande écrite par courriel mentionnant les coordonnées complètes du soumissionnaire (Nom du soumissionnaire, adresse physique complète, adresse e-mail, téléphone), à l’adresse cidessous. Le Dossier d’Appel d’Offres peut être téléchargé sur le site web du Projet DECIM : www.decim.mg.
6. Les offres devront être soumises à l’adresse ci-dessous au plus tard le 03 décembre 2026 à 10h 00 précise (heure locale). La soumission des offres par voie électronique ne sera pas autorisée. Les offres remises en retard ne seront pas acceptées. Les offres seront ouvertes publiquement en présence des représentants des Soumissionnaires et de toute personne choisissant d’être présente à l’adresse mentionnée ci-dessous à 10 heures (heure locale) le 03 décembre 2026.
7. Toutes les offres doivent comprendre d’une Garantie d’Offre, pour un montant de :
- LOT N°01 : Onze millions ariary (11 000 000,00 Ariary)
- LOT N°02 : Six millions ariary (6 000 000,00 Ariary)
- LOT N°03 : Onze millions ariary (11 000 000,00 Ariary)
- LOT N°04 : Douze millions (12 000 000,00 Ariary)
- LOT N°05 : Sept millions (7 000 000,00 Ariary)
- LOT N°06 : Cinq millions ariary (5 000 000,00 Ariary)
- LOT N°07 : Vingt-six millions ariary (26 000 000,00 Ariary)
- LOT N°08 : Vingt-sept millions ariary (27 000 000,00 Ariary)
