The Palestinian Liberation Organization (PLO) for the benefit of the Palestinian Authority has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program: Associated Works Project Phase I (AWP-Phase 1) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Functional Review of Key Water Sector Institutions. The required services are available in the detailed Terms of Reference (TOR) for the assignment that can be found at the following website: www.pwa.ps/ar/Bid

The estimated level of effort for the key staff is 11.5 person-months. The assignment is expected to commence in July 2026, with an implementation period of approximate four (4) months.

The Directorate of General Supplies now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants must submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. General experience (Weight: 20%): At least 10 years of proven experience in institutional development, public sector reform, utility governance, or advisory services of similar complexity.
  2. Specific experience (Weight: 80%): Demonstrated experience in carrying out functional reviews, organizational assessments, institutional restructuring, public utility reform, or comparable assignments involving multiple institutions and stakeholders.

Relevant experience in the water sector, public utilities, infrastructure governance, regulation, service delivery reform, or closely related sectors.

Experience in developing or fragile contexts, preferably in the Middle East or contexts with significant institutional and access constraints.

Demonstrated ability to mobilize and manage a multidisciplinary team and to provide strong internal quality assurance and backstopping.

The minimum qualifying score for the above criteria is 75%.

Submission Guidelines:

  • Firms may submit a maximum of ten (10) similar consultancy assignments as references
  • The Expression of Interest (EOI) document shall not exceed 80 pages.
  • The completion certificates for the similar assignment must be submitted

Note: Key Experts proposed in the ToR will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs,3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020, September 2023 and Feb.2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract if selected.

A Consultant will be selected in accordance with the Consultants Qualifications Based-Selection (CQS) method set out in the World Bank’s Procurement Regulations.

Interested eligible consultants may obtain expression of interest documents from GSD website(http://www.gs.pmof.sp) or Government Procurement Portal (www.shiraa.gov.ps), and they obtain further information from the Directorate of General Supplies (GSD) at the Ministry of Finance email address: (gsd@pmof.ps) or at the address below during office hours from 9:00 am to 02:00 pm. 

Expressions of interest must be delivered in a written form to the submission address below in person, by mail, or by email, on or before 22/06/2026 later than 10:00 am (Local Palestine Time). The expressions of interest will be opened at the same deadline for submission in the meeting hall at the address below in the presence of companies’ representatives and anyone who chooses to attend.
