(3) Must have eligibility to participate in tenders, classified as Grade A, B, C, or D in "Sales of Goods" in the National Land, Infrastructure, Transport and Tourism Ministry's Tendering Qualifications (Unified Qualifications for All Ministries and Agencies) for Reiwa 7/8/9 by the time of opening the bids.
