1. The Bangladesh Economic Zones Authority has received financing from the World Bank toward the cost of the National Special Economic Zone Development (1st Revised) Project, Bangladesh-PRIDE (P170688), and intends to apply part of the proceeds toward payments under the Contract for Design, Supply, Installation, Testing & Commissioning of gas pipeline networks, DRS and ancillary works as Turnkey basis in 2A-2B Zone and adjacent areas at Mirsarai, Chattogram.
2. The Bangladesh Economic Zones Authority (BEZA) now invites sealed Bids from eligible Bidders for:

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Projects Financing” [July 2016, Revised February 2025] (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%.
5. Interested eligible Bidders may obtain further information from Project Director, National Special Economic Zone Development (1st Revised) Project, Bangladesh-PRIDE (P170688), Bangladesh Economic Zones Authority (BEZA), e-mail: pd.pride.beza@nsez.gov.bd and inspect the bidding document during office hours 0900 to 1600 hours (BST) at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the undersigned below and upon payment of a nonrefundable fee of BDT 12000 (Twelve thousand taka only) or in USD100 (One hundred US Dollar). The method of payment will be electronic wire transfer to BEZA’s bank account specified below. Within 3 working days of receipt of the Application and payment of the fee, BEZA will register the Applicant. The document will be sent by email as a PDF file attachment. Bidding Document will also be available in the website of BEZA (https://beza.gov.bd/get-involved/tender-notice/). However, those who will download the Bidding Document from the BEZA website, shall make payment of the Bidding Document before the preceding date of Bid submission deadline.
7. Bids must be delivered to the address below on or before 14:00 Hours of 07 July 2026 [Bangladesh Standard Time (BST) - GMT+6:00 Hours]. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 14:30 Hours of 07 July 2026 [Bangladesh Standard Time (BST) - GMT+6:00 HOURS]. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
8. All Bids must be accompanied by a “Bid Security”, 24.00 million BDT or 200,000.00 USD.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
