Municipality of Wennigsen - All-day care, holiday and before/after school care

According to § 24 para. 4 Social Code Book - Eighth Book (SGB VIII) in conjunction with Article 1 number 3a Full-Day Funding Act (GaFöG), all children attending the first grade in the 2026/2027 school year or subsequent school years have a claim to funding and care on five working days per week for eight hours daily until the start of the fifth grade. School hours are taken into account. During holiday periods, a closure of up to four weeks in total may be set. The municipality of Wennigsen (Deister) makes use of this regulation. The state of Lower Saxony supports the implementation of the legal entitlement in the form of all-day schools. The responsibility for fulfilling the all-day entitlement lies with the local public youth welfare agency. The municipalities within the Hannover region take over this task on the basis of a contractual transfer of responsibilities in accordance with § 13 para. 1 Nds. AG SGB VIII and implement this task under their own responsibility. The implementation of the care offer for all-day schooling during school hours as well as for before/after school and holiday times is based in particular on the Lower Saxony School Act (NSchG), the Full-Day Funding Act (GaFöG), the decree of the Lower Saxony Ministry of Education on all-day care, the framework agreement between the state of Lower Saxony and the municipality of Wennigsen (Deister), and the resolutions of the council on the introduction of all-day care at primary schools in Wennigsen (Deister). Deviating from the ascending legal entitlement to all-day care, the council of the municipality of Wennigsen (Deister) has decided to offer the all-day program starting from the 2026/2027 school year, beginning on 01.08.2026, for all four school grades. The municipality of Wennigsen (Deister) intends to award the non-school-hour all-day care (incl. before/after school care) as well as holiday care (incl. before/after school care) from the 2026/2027 school year onwards to two primary schools to a reliable cooperation partner. For the extracurricular all-day care during school hours, a trilateral contract will be concluded for each primary school. Bilateral contracts will be concluded for the respective before/after school and holiday care. The extracurricular care services are to be provided at two locations within the municipality. These are the following two primary schools (locations): - Bredenbeck Primary School (Lot 1) - Wennigsen Primary School (Lot 2) The all-day school is an educational, upbringing, and care program for primary school children, whose main goal is the equal promotion and strengthening of children in their self-competence, social competence, factual competence, and values competence. The Bredenbeck Primary School offers open all-day care for all 4 grades (approx. 220 students as of summer 2026). The Wennigsen Primary School (a total of approx. 356 students) offers open all-day care for grades 1 and 2, and partially integrated all-day care for grades 3 and 4. The overarching goal is the implementation of group-oriented, pedagogically oriented, equal opportunity, and reliably organized all-day care, including before/after school care. This should also make a valuable contribution to the compatibility of family and work. Furthermore, primary school children should be provided with a safe environment in which they can further develop their social and emotional skills. The care should contribute to the development of individual skills and help children to shape their free time creatively and meaningfully. When implementing the care services, the provisions of the respective primary school concepts (in their current version) must be observed. The design and focus of the all-day program as well as the before/after school and holiday times should be closely linked to the respective concepts of the primary schools.
