General planner services for the complete renovation of Nussbaumallee 9

The building Nussbaumallee 9 in Gümligen dates from 1975. The last major renovation measures were carried out in 2003/2004. Various components (shell, building services installations) still date from the original construction and are now approximately 50 years old. The property is generally in good condition but requires a complete renovation. In 2019, the need for renovation was analyzed and measures were defined. The rough costs for the renovation (excluding upgrading measures) were estimated at around CHF 6,540,000 including VAT at the October 2018 cost level. These construction costs have since been supplemented and adjusted for inflation. The document "Sanierungsbedarf Dossier" dated 27.03.2019, as well as the "Herleitung Gesamtkosten" dated 15.10.2024, form the basis of the scope of services. Additionally, the building is to be upgraded by essentially installing a wet room in all rooms where there is currently none (a large proportion of the rooms currently have no private wet room) or by integrating existing wet rooms into the rooms; expanding the restaurant (Allee-Café) by 100m2 and reorganizing the associated production kitchen; and realizing 8 additional resident rooms as part of an expansion (currently 52 rooms, future 60 rooms). The document "Entwurf betriebliche Überlegungen" dated 04.10.2024, which is attached to the tender and also forms a basis of the scope of services, serves as the basis for this. The exact planning scope is to be developed and defined in Phase 21 together with the client as part of a feasibility study. According to the document "Herleitung Gesamtkosten", the total costs for the renovation and upgrades are estimated at CHF 12,570,000 including VAT. However, due to overarching economic conditions, limited funds of a maximum of CHF 10 million including VAT are available. Which upgrades can be implemented within the maximum available costs is to be explored in the feasibility study. The services of the general planning team include, within the scope of the feasibility study with rough cost estimation, the review and definition of the renovation needs and the exploration of variants for which of the desired upgrades are feasible within the cost framework (SIA Phase 21). It should also be examined - and indicated as an option - what measures and costs would be incurred for preparatory adjustments (statics, supply and disposal) for a later extension by an attic storey. After the variant decision by the Board of Directors, the selected variant is to be planned (SIA Phases 31, 32, and 33) and, if the credit decision is positive, realized (SIA Phases 41, 51, 52, 53). The general planning team is to provide all (100%) basic services for the disciplines of Architecture/Overall Management (SIA 102 and understanding standard SIA 112 regarding Overall Management) including Construction Management/Building Management, Structural Engineering (SIA 103), Heating/Ventilation/Sanitary and Electrical with Building Automation (SIA 108). Further specialist planners will be procured as needed and commissioned separately (the complete procurement with the creation of the respective service descriptions, the administrative and commercial management and coordination of all specialist planners outside the GP team, is part of the order). The exact scope of the project and the exact depth of intervention are to be developed by the general planning team within the scope of the feasibility study, based on the renovation needs and upgrades according to "Entwurf betriebliche Überlegungen" dated 04.10.2024 (see also the specifications under 1.1 of the present planner contract).
