General Planner Contract New Construction Kita St. Marien, Limburg

The Catholic Parish of St. Katharina Kasper Limburger Land is the owner of the property Flur 50, including parcels 17/4 (partially), 17/7, 17/8, 18/8, and 70/6, Gemarkung Limburg, with the address Gartenstraße n.n. in 65549 Limburg/Lahn, and intends to construct a new 4-group daycare center (3 groups for children over 3 years old plus 1 mixed-age group) on the aforementioned properties. An outdated concept study from 2023 for a 5-group daycare center is available for the project and is attached as Appendix 7.1 to the tender documents for informational purposes. Accordingly, the contracting authority aims to build the new St. Marien daycare center on the parcels behind the central parish office, Gartenstraße 16. The requested planning services for architecture and the services of specialist engineers will begin with service phase 1. As this is a publicly funded measure, a funding application must be submitted by the contracting authority to the City of Limburg after completion of HOAI service phase 3. A planning delay resulting from the processing time of the application cannot be claimed as an increase in costs. Project processing can continue after the funding approval has been issued. The property is not developed. Development is to be planned via a spur road through the property Gartenstraße 20, 65549 Limburg/Lahn, Flur 50, parcel 17/4 (partially), Gemarkung Limburg, and is part of the planning services. An inquiry with the RP Darmstadt raised suspicion of possible unexploded ordnance on the neighboring parcel 18/7. This is the property of the central parish office, Appendix 7.3. Due to the possible unexploded ordnance, an ordnance survey must be carried out for the parcels to be planned: 17/4 (partially), 17/7, 17/8, 18/8, and 70/6, as well as additionally for parcel 18/7. The following requirements are placed on the planning: Planning and new construction of a 4-group daycare center (3 groups over 3 years old + 1 mixed-age group) including a cold or warming kitchen, furniture, outdoor facilities, and development. Creation of the traffic and utility development for the new daycare center from Gartenstraße. Energy standard according to the Building Energy Act (GEG). Summer thermal protection. Installation of a photovoltaic system with battery storage oriented towards self-consumption. Use of the excavated earth on the property for terrain modeling. When planning the daycare center, care must be taken to ensure that as little maintenance- and inspection-relevant technology as possible is installed. Requirements for technology: as little as possible, as much as necessary. Requirements for room planning see Appendix 7.6.1 and 7.7. The outdoor area must be planned on the undeveloped area not required for development. Planning can assume mixed age groups of children. The designation of a separate area for under-3s is not required. The required fire protection planning is to be provided by the general planner. A key requirement of the contracting authority is compliance with the specified cost limit. The contract will be awarded in stages according to the stages listed in the draft general planner contract. The optional services listed are unilateral option rights in favor of the contracting authority. The contractor has no claim to have the services offered only as optional commissioned by the contracting authority.
