Våren 2023 lanserte regjeringen og KS en felles strategi for digital kompetanse og infrastruktur i barnehage og skole (2023-2030)[1] (heretter; Strategien). Strategien peker på at det er behov for mer forskning og kunnskap om hvordan digitale løsninger brukes i barnehagen og skole, og hvilken pedagogisk verdi de gir. Det er også behov for kunnskap om ansattes kompetanse og deling av digitale praksiser. Et av tiltakene i Strategien er «å opprette et målrettet forskningsprogram på tema for og om digitalisering og digital kompetanse i sektor». Strategien formidler et ønske om at forskningsprogrammet skal gi bedre og mer systematisk kunnskap om god, forsvarlig og hensiktsmessig bruk av digitale løsninger og medier i skolen.
