Re-tender of daily banking and portfolio management for Bornholms Regionskommune 2027 - 2033 - Aug. 2026

The tender concerns the settlement of the Contracting Authority's daily banking transactions using ordinary accounts for incoming and outgoing payments, as well as the use of electronic payment intermediation and associated services. The purpose of the tender is to enter into a contract with a financial institution for the management of the Contracting Authority's daily banking and portfolio management. Daily banking The Contracting Authority currently has approx. 60 bank accounts, which, in addition to the "main account", primarily consist of central accounts linked to specialist systems, decentralized "department" accounts, deposit accounts, and accounts linked to grants that the Contracting Authority administers. The tender must cover all accounts within the Bornholms Regionskommune group. Portfolio management The Regional Municipality currently has investments of approx. DKK 87 million in Danish bonds and shares via investment fund certificates. The placement has been made on the basis of the framework in the municipality's "Policy for the management of the municipality's financial dispositions" (attached as Appendix 3). The policy takes into account the legislative framework for municipal placement of funds, cf. Section 44 of the "Executive Order on the Governance of Municipalities" and "Executive Order No. 957 of 10/07/2013 on the placement and management of foundation assets". The following tasks/services are covered by the tender: • Account management • All types of money transactions • Access to use the financial institution's online banking system • Bank accounts for foundations and grants administered by the Contracting Authority. • All types of deposits in escrow accounts, including in connection with property transactions • Advice on daily banking transactions • Other transactions such as cash deposits, safe deposit box deposits, national bank transfers, Visa/Dankort, MasterCards, etc. • A credit facility • Ongoing reporting in accordance with the municipality's "policy for the management of the municipality's financial dispositions" • Portfolio management The contract enters into force upon the parties' signature and expires on February 28, 2033. Delivery start is March 1, 2027. The contract is non-cancellable for the first 18 months. Thereafter, the Municipality may terminate the Contract with 6 months' notice to the end of a month. The bank may then terminate the Contract with 12 months' notice to the end of a month. Prior to the start of delivery, the winning bidder must implement the Contract, cf. the Contract's provisions regarding this.
