Description

Radio monitoring: measuring devices for operational nuclear safety in a nuclear plant. These include devices for measuring contamination (i.e. air, surface, people, wipes, etc.), devices for dose rate measurements (i.e. gamma, neutrons, spectroscopic, high and low measurement range, etc.), devices for radon and tritium measurements, active dosimeters, and control and calibration sources. A long-term Dynamic Purchasing System will be set up. This will be divided into several categories (such as, for example, contamination monitors, dosimeters, etc.), based on which partial contracts can be placed later on. Through the Dynamic Purchasing System, the Awarding Authority wishes to create an open pool of entrepreneurs that meet the selection criteria and have been admitted to the system, who are able to supply and maintain these devices. Requests to participate may be made throughout the entire duration of the Dynamic Purchasing System, on the basis of which new entrepreneurs may be admitted to the Dynamic Purchasing System, provided they meet the selection criteria. All participants admitted to a given category, and only those participants, will be invited at regular intervals under the Dynamic Purchasing System to submit a tender for a specific supply contract ("partial contract"). These partial contracts will be awarded according to the rules of the restricted procedure, as applicable under a Dynamic Purchasing System (in accordance with Article 44 of the Public Contracts Act and Articles 101 et seq. of the Royal Decree on the award of public contracts), in which all participants will be placed in competition. The procedure of the Dynamic Purchasing System (abbreviated as D.P.S.), as provided for by Article 44 of the Public Contracts Act, seems to be the most suitable procedure for this contract, given that: • it relates to commonly used supplies that are generally available on the market; • this system offers the possibility of managing an open pool of entrepreneurs that meet the selection criteria in the long term (e.g. for 10 years), allowing entrepreneurs to register at any time for admission to the system, provided they meet these criteria; • in accordance with Article 44, §2 of the Public Contracts Act, all entrepreneurs that meet the selection criteria are admitted to the system, without any limit in number; for each specific contract, in accordance with Article 103 of the Royal Decree on the award of public contracts, all admitted participants (or those within the relevant category) are obliged to submit a tender, which ensures competition; • the system can be divided into categories (e.g. per type of device), allowing for a specific competition to be organised between the relevant participants for each specific contract; • thus, the system offers flexibility to determine the detailed technical specifications and conditions of performance for each specific contract.
