The Government of Indonesia through the Ministry of Public Works (MPW) has received financing from the World Bank toward the cost of the Indonesia: Grant Facility for Project Preparation (GFPP) - Grant for the Preparation of Food and Water Security Project and intends to apply part of the proceeds for the following consulting services.

The consulting services (“the Consultant”) will assist the Project Implementation Unit (PIU) for the Feasibility Studies and Engineering Design Groundwater under the Directorate of Groundwater and Bulk Water (DGBW), Directorate General of Water Resources (DGWR), Ministry of Public Works and Housing (MWPH), Government of Republic of Indonesia, include the provision of Feasibility Studies and Engineering Design for Groundwater development. In close consultation with the DGBW and the World Bank, the Consultant will carry out sequential activities starting from initial analysis and prioritization of groundwater irrigation areas, detailed technical diagnostics, environmental and social risk management, preparation of detailed designs and feasibility studies, and culminating in the preparation of bidding documents for investment-ready packages. The assignment is expected to result in comprehensive technical, environmental, social, and procurement documents required to prepare investments under the Groundwater for Food Sustainability and Sovereignty (GRASS) Project. The assignment will be carried out for six (6) months, with an estimated start date in June 2026. The detailed Terms of Reference (TOR) for the assignment is attached to this REOI.

The Ministry of Public Works (MPW) through Goods/Services Procurement Unit (UKPBJ) under Directorate General of Construction Development (DGCD), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (February 2025) (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

  1. In the last ten (10) years, having successfully completed at least one (1) assignment as technical consultant (masterplan/feasibility study/DED/supervision) in hydrogeology/groundwater or raw water supply or groundwater irrigation (JIAT) projects;
  2. Preferably have one (1) experience in water resources sector projects, funded by loan/grant from the World Bank or any international development partner;
  3. Having the availability of permanent staff relevant of the assignment enclosed with supporting evidence (e.g., regular payroll record/tax slips/Certificates of Employment/Employment Reference Letters, etc.)

Note: Key experts will not be evaluated at the shortlisting stage.

The institution/consulting firm may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-consultancy. Each JV member must provide complete information on their qualifications. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

In the case of sub-consultancy, for the shortlisting purpose, the qualifications of sub-consultants will not be considered in the EOI evaluation.

Interested International and Indonesian consortium are required to access the electronic procurement system (SPSE ICB) of Ministry of Public Works to register and to submit Expressions of Interest (EOI). Further information can be obtained at the address below during office hour from 07:30 to 16:00 (Western Indonesia Time, GMT +7).

EOI should be in English and submitted electronically through http://spseicb.pu.go.id/eproc-icb by 4 May 2026 12.00 PM local Jakarta time at the latest.
