ASSIGNMENT DESCRIPTION
Under the UK-IFC MAGC REP, IFC seeks a consultancy firm to conduct the Green Building Market Maturity Endline Assessments for China, India and Indonesia, building on the respective Baseline Assessments completed between 2019 and2022.

The objective of the assignment is to gather and analyze green building market data and information for each of the four countries for the MAGC implementation period (roughly 2020-2025, with variations by country),characterize the current state of the building market and its development since the MAGC baseline, assess the contribution of IFC and the MAGC program specifically, through its investment and advisory support, to any observed market movement, and conduct a forward-looking analysis on what would it take to mainstream green buildings in the respective country. Apart from contributing to publicly available market intelligence on green buildings, the endline assessments will also serve as a basis for IFC and the UK Government to assess the impact of the MAGC program in these four MAGC countries.
To ensure consistency and comparability between the baseline and endline assessments, the firm is expected to apply broadly the same assessment framework that was used for the baseline assessments, with several new assessment dimensions added at endline, as outlined in the TOR. The data collection methodology will depend on data availability, but the main data collection method is expected to be secondary (desk review). This entails there view of journal articles, market reports, market data, country laws and regulations, and statistical databases. To the extent possible, secondary research should be conducted to provide data, information and evidence on each item listed in the above framework. Where multiple data sources are available, secondary research data should be triangulated as needed. To a certain extent, the firm will also need to collect data through primary research to fill data and information gaps resulting from secondary research. Specifically, this will entail ~10-15 Key Informant Interviews with representatives from government entities, building sector professional organizations, financial institutions, building associations, and certification agencies. In this case, the vendor should ensure the primary data collected under this assignment is representative of the market context in terms of type and number of stakeholders. While IFC will provide input into the selection of stakeholders for primary data collection, the vendor is expected to propose a list of stakeholders and, once cleared by IFC, conduct the data collection independently, without direct participation of IFC.

Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).

Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
