Fundamental Reconstruction of Knochstraße in Saalfeld/Saale - Planning Services HOAI 2021 §§ 43, 47, 55 + Special Services

The city of Saalfeld/Saale intends to fundamentally reconstruct Knochstraße, starting at the intersection of Knochstraße/Helenenstraße/Grüne Mitte and extending east of the intersection of Knochstraße/Reschwitzer Straße/Tiefer Weg. The planned reconstruction length is approximately 750 m. The construction measure is planned as a joint project with ZWA Saalfeld-Rudolstadt and Saalfeder Energienetze. Within the scope of the construction measure, ZWA Saalfeld-Rudolstadt will renew both combined sewer and drinking water pipes, including house connections. Saalfeder Energienetze GmbH intends to partially renew gas lines, dismantle overhead power lines, lay new underground cables, and renew old main connections. Parallel to the planned road reconstruction, the city of Saalfeld/Saale plans to renew the Köditzbach culvert, which crosses Knochstraße north of the intersection of Knochstraße/Brucknerstraße. Knochstraße is an important inner-city road. In the road network of the city of Saalfeld/Saale, it has the character of a built-up main traffic route. Furthermore, the KomBus GmbH bus line operates on Knochstraße. In the existing condition, the road widths in the planning area vary between a minimum of 6.00 m and a maximum of 6.80 m. The traffic space widths range from a minimum of 10.20 m to a maximum of 12.80 m. In the existing condition, the road is bordered by granite curbs with different height profiles. The road surface is paved with asphalt. The sidewalks on both sides are partly paved with asphalt and partly with concrete pavers. The accesses to the properties are mostly paved with asphalt and partly with small granite pavers. Parking is permitted on the eastern side of the road in the section from the intersection of Helenenstraße to the intersection of Brunnenstraße, with shared use of the eastern sidewalk. The cross-section of the road predominantly has a crown profile. Road drainage is via road gullies arranged on both sides of the road edges. The road gullies are connected to the combined sewer system of ZWA Saalfeld-Rudolstadt. A one-sided street lighting system is present in the construction area. The locations are in the area of the back edge of the eastern sidewalk. The road shows a variety of damaged areas with longitudinal, transverse, and network cracks in the planned reconstruction area. Deformations of the asphalt pavement, particularly in the edge areas, are partially visible. Road drainage systems are not present in sufficient numbers and are in poor structural condition. The sidewalks show considerable unevenness in some places. North of the intersection of Knochstraße/Brucknerstraße, the Köditzbach, a second-order watercourse, crosses Knochstraße. The existing Köditzbach culvert is in poor structural condition and is hydraulically undersized with different cross-sectional dimensions. Therefore, within the scope of the planned road reconstruction, the renewal of the Köditzbach culvert in the construction area is necessary and planned. For the fundamental reconstruction of Knochstraße, a uniform road width of 7.00 m is planned. This decision takes into account that bicycle traffic will take place on the road. The arrangement of a separately routed cycle path is not possible due to insufficient space widths. In the existing condition, there are two bus stops (inbound and outbound) in the area of the restaurant "Am Köditzbrunnen". As part of the planned construction measure, the barrier-free design of the bus stops is intended. The road superstructure will be constructed according to the guidelines for the standardization of the superstructure RStO 12/24. According to the current design situation (connecting road, local access road - HS III, HS IV), traffic load, and bus traffic, Knochstraße is classified as load class 3.2 according to RASt. The measure is to be implemented in three construction phases: 1st phase: 2027 - Helenenstraße to before Richterstraße; 2nd phase: 2028 - Intersection Richterstraße to Brunnenstraße; 3rd phase: 2029 - Brunnenstraße to Tiefer Weg. Construction costs of approx. 3.2 million Euros (net) are estimated for the planned measure.
