Preparation of Győr settlement plan

Based on Act C of 2023 on Hungarian Architecture (hereinafter referred to as Méptv.), settlements must prepare a settlement plan, which is the combined designation of the settlement development plan and the settlement planning plan. The settlement development plan replaces the long-term development concept and the integrated settlement development strategy. The settlement planning plan is the collective term for the local building regulations and the settlement image regulation. The Municipality of Győr City with County Rights decided in 2016 on the need for revision and began the preparation of new plans (development plan and planning plan). Preliminary professional consultations were held regarding the plan. Pursuant to Section 229 (3) of Méptv., the settlement development plan and settlement planning plan, which replace the settlement development concept, integrated settlement development strategy, district building regulations, and the regulation on the protection of the settlement image, prepared based on the content requirements of Government Decree No. 314/2012 (XI. 8.) on settlement development concepts, integrated settlement development strategies, and settlement planning tools, and certain specific legal institutions of settlement planning (hereinafter referred to as 314 Kr.), must be put into effect by July 1, 2027, at the latest. Furthermore, in view of the new planning documents, the winning bidder will be responsible for preparing a heritage impact study and the environmental impact assessment work part. Pursuant to Section 4 (1) of Government Decree No. 419/2021 (VII.15.) on the content of settlement plans, the procedure for their preparation and adoption, and certain specific legal institutions of settlement planning (hereinafter referred to as 419 Kr.), "the settlement plan is prepared based on the previous settlement development concept, integrated settlement development strategy and settlement planning tool, as well as the previous settlement plan, ensuring legal continuity, taking into account the geographical conditions and population of the settlement, its unique historical characteristics, and its role in the settlement network. The planning area (Győr) covers the entire administrative territory: approx. 17462 ha, i.e., 175 km2. Total population: 120,121 inhabitants (January 2025). The Municipality of Győr City with County Rights currently possesses development and planning documents prepared based on the content requirements of 314 Kr., detailed in the technical description issued as part of the Public Procurement Documentation.
