The purpose of the expert pool is to provide support to companies in the Tampere region, particularly in applying for international and national funding related to security, defense, and dual-use technologies, preparing applications, and forming consortia. Key funding channels include, in particular, the European Defence Fund (EDF), the DIANA program, Business Finland funding, and other EU funding targeted at defense and dual-use technologies. During the project, other funding instruments, funds, or actors relevant to the project's objectives may also be identified. The expert pool is expected to provide services that strengthen companies' readiness and expertise in applying for funding and developing cooperation networks. Services may include, but are not limited to, identifying and evaluating funding opportunities, supporting the application process, preparing the content and technical aspects of applications, providing expert assistance related to de minimis aid, and advising on consortium formation and partner search. Services may focus on supporting the preparation of an individual company's application as well as joint project activation for multiple companies. Application preparation support provided to an individual company is subject to de minimis aid. Support for multiple companies may, in turn, include, for example, preparing and implementing the program for an information session on funding applications, a workshop, or another joint activation event. Funding Application Support: The service provider will assist companies in identifying suitable funding opportunities and will support them, particularly in utilizing EDF, the DIANA program, Business Finland funding, and other EU funding targeted at defense and dual-use technologies. Application Preparation and Drafting: The service provider will support companies in drafting and developing applications so that they comply with the objectives, requirements, and evaluation criteria of the funding instruments. Support may include structuring application texts, crystallizing content, reviewing documents, and coordinating the overall application process. Consortium Formation and Development of Cooperation Networks: The service provider will support companies in identifying suitable partners, forming consortia, and developing cooperation networks. The aim is to strengthen companies' ability to participate in international projects and create new business and cooperation opportunities. Expected Results: With the help of the expert pool, companies' readiness for funding applications, application drafting, and international cooperation will be strengthened. The services are expected to improve companies' chances of obtaining funding, participating in relevant consortia, and developing new cooperation and business opportunities in the security, defense, and dual-use technology sectors. The target group is companies in the Tampere region that are potential users of EU funding instruments to support their business. The tender must describe the expert services offered by the service provider separately for each, so that the selection and comparison criteria in section 6 can be evaluated accordingly. The contracting authority will, together with the selected service provider, define the specific measures included in the price and their quality. The detailed content of expert services and reporting will be specified during contract negotiations between the contracting authority and the service provider. All written material will be produced in Finnish. The language used for project reporting will be Finnish. The operating models and processes utilized must be such that, excluding the client company's trade secrets, they can be reported as public results of the project.
