Procurement of weldable steel pipes

Within the framework of a dynamic purchasing system, a framework purchase agreement for weldable steel pipes for a period of 12 months or until the framework amount of HUF 22,000,000 + VAT is exhausted. The contracting authority undertakes to issue orders worth 70% of the framework amount. The quantities of individual steel pipes in the priced offer table provided by the contracting authority as part of the public procurement documentation are for information purposes only; the quantities may change based on the actual needs arising during individual orders. The estimated value of individual contracts (individual orders) is HUF 2,000,000. The successful bidder shall deliver the products ordered by the contracting authority to the contracting authority within 20 working days after the written confirmation of the individual order issued by the contracting authority via email. The detailed product list (price list) and the indicative quantities are specified in the detailed offer table issued as part of the public procurement documents. Further requirements and technical expectations are included in the technical description and the detailed offer table, which form part of the public procurement documents. Further conditions related to performance can be found in the draft contract. The contracting authority draws attention to the fact that the given quantities are only indicative, estimated quantities, and the contracting authority may deviate from them. The bidder must submit its offer with knowledge of the foregoing. Only unit prices will be indicated in the annex to the framework agreement to be concluded. With regard to § 46 (3) of Government Decree 321/2015 (X. 30.) (hereinafter: Kr.), the contracting authority draws attention to the fact that if the clear and understandable definition of the subject of the procurement required a reference to a specific make, origin, type of thing, procedure, activity, person, patent or trademark – reference product – the designation was made only to clearly define the nature of the subject, and the phrase "or equivalent" must always be understood alongside the designation. The bidder must prove equivalence in accordance with Chapter VII of the Kr. decree.
