Meetings included in the work will be agreed upon during the inspections. The service requires senior-level experts who have a sufficiently broad understanding of both financial auditing and the operating environment of organizations and other grant recipients.

The framework agreement is intended for the entire city's use and can be utilized by both central administration and the sectors. The goal is to ensure a uniform, high-quality, and expert inspection service for the city to oversee the entire field of grants. The agreement covers inspections of all types of grants, and the size of the grants to be inspected ranges from approximately EUR 1,000 to EUR 1,000,000. The targeting and annual number of inspections may vary by sector, but the city aims for a uniform inspection package that supports the transparency, accuracy, and good governance of grant activities at the city level.

The framework agreement period is four years, with an estimated total value of approximately EUR 700,000. Approximately 50 grant recipients are expected to be inspected annually.
