Hesse-wide Site Connections

The objective of this lot is to conclude a framework agreement. The contract duration is intended to be six years. The migration is planned to be implemented within 12 months. The contract start date and further details on the duration are regulated in the framework agreement. In the context of the supply of WAN infrastructure and services, the HZD is seeking a service provider for the procurement of the preliminary service of site connections. The subject of this lot is therefore the procurement of site connections between the locations of the state of Hesse and connections to the node locations of the HessenNetz as Ethernet connections as well as Optical Transfer Network connections (OTN). In addition to the initial migration stock, these services are also required for new locations. The contractor's (AN) responsibilities include the provision of network connections, the maintenance and operation of the network infrastructure, and ensuring network security within its area of responsibility. The stock is subject to constant changes due to the needs of the authorities, agencies, and institutions of the state of Hesse. The AN must be able to meet the changing needs in a timely manner and under the offered conditions within the described framework. Forecasts of future demand are estimates and do not lead to any obligation to purchase, but merely provide indications of the currently assumed development of demand during the contract period. On behalf and for the state of Hesse, the HZD operates the comprehensive statewide HessenNetz based on leased connections of various types and with state-owned node facilities. The services of the leased fixed connections are currently provided by Deutsche Telekom Business Services GmbH (DTBS). HessenNetz Connections The HessenNetz consists of a meshed backbone based on optical transmission paths with currently 5 node locations in Wiesbaden, Mainz, Frankfurt, Hünfeld, and Kassel. This backbone is the subject of Lot 2 of this tender. At the nodes, Ethernet connections and some OTN connections to the connections operated by the contracting authority in the state locations are switched in a star topology. The selection of the node location for each connection is generally specified by the contracting authority. The central termination point of a connection at the node location is referred to as the A-end, and the decentralized termination point as the B-end. Point-to-Point Connections (P2P) In addition to the HessenNetz connections, there are Ethernet connections and also OTN connections between any locations in Hesse, which are realized as point-to-point connections. Here, one side is referred to as the A-end and the other side as the B-end. Redundant Connections The network structure also provides for redundantly designed connection variants. In the migration stock, these are predominantly HessenNetz connections with correspondingly higher availability requirements. In a few cases, point-to-point connections are also redundantly designed. A distinction is made between singular, basic-redundant (node-disjoint), and fully-redundant (node- and edge-disjoint) connections. Expected Expansion Changes The expansion status of the data network is subject to continuous changes. The total data volume is expected to increase in the coming years, which will necessitate adjustments to line capacities as well as further development of redundancies. Due to external circumstances that cannot be reliably determined, quantity changes (relocations, cancellations, and new connections) may also occur. These parameters are taken into account in the calculation of the total price through a so-called forecasted quantity framework.
