Description
Blackpool Council is inviting tenders from potential providers with the relevant experience and technical ability to deliver a multi-disciplinary Consultancy Framework over various disciplines to support the following Council services (not an exhaustive list): Blackpool Council's Highways department, the Enterprise Zone (including Silicon Sands) and Growth and Prosperity department.
Blackpool Council is looking to appoint 3 ranked contractors on a framework (per lot) to supply
• Lot 1 Highways Design
• Lot 2 Strategic Support for Highways & Structures
• Lot 3 Highways Traffic Signal Support
Support for, but not limited to, the following:
• Design of Highway geometric, public realm and civils design
• Traffic Signal design, review, signal configuration
• Urban Traffic Management, Urban Traffic Management Control
• Options Appraisal Reports
• Masterplanning
• Transport Modelling
• Road Safety Audits
• Third party pricing support (Highways surveys Topographical, Grip Tester surveys and GPR surveys)
• Support of providing bills of quantities for highway schemes and relevant tender information
• Feasibility reporting and optioneering reports with budget costs
• Preparation for Pre-construction information as part of CMD requirements
• Emerging innovative technologies support
• Support for drainage designs
• Hostile Vehicle Mitigation support
Within this Lot, we may also require roles such as CAD Technician, Principal Engineer, Senior Engineer and Senior Technician to provide support, including but not limited to the following:
Preparing drawings
Support of management and delivery of resurfacing works ranging from preparing bills of quantities, NEC contracts
Tender and evaluation support to provide best value exercises including support of funding applications
Reviewing framework options for delivery
Preparing legal orders for the necessary legal requirements
Liaising with principle contractors on behalf of the authority
Assisting in Comms strategy and public engagement and site supervision records to challenge Principle Contractors
Assistance in managing and scrutinising the design process to ensure RSA audits and relevant highway standards are acceptable
Undertaking site assessments of existing junctions, providing feasibility, service drawings, and option reports for possible improvement works
Support of the Traffic Management department providing responses on existing issues and ensuring the road network is meets relevant highway design standards
Regular meetings with Highways to ensure all EBF enquiries are kept up to date.
Meeting with design consultants to manage the efficient delivery of design work and being able to assist with design and delivery works for section 278 sites
Assistance in managing and scrutinising the design process to ensure RSA audits and relevant highway standards are acceptable.
Attendance at meetings at public events may be required.
Areas of support may include (but not limited to)
• Bridge Asset Management Strategy (BAMS) Update
• Review of the existing Bridge Management System
• Review of the existing Bridge Stock and its condition
• Review of General/Special/Principal Bridge Inspections
• Review of Assessments & Structural Reviews
• Review of maintenance and replacement programmes
• Review of Sites of Engineering Difficulty
• Review of BIM progression in terms of collaborative tools such as 3d models, SharePoint, EIR/BEP etc.
• Review of resource requirements for business as usual, including training and professional progression for existing staff
• Appointment of someone to act internally as Technical Approval Authority (TAA) for Developments and Structural Reviews etc.
• Provision of a Bridge Business Plan to detail what is done now and what needs to be developed to meet the needs of the Council both now and in the future
• Advise on potential service improvements
• Emerging innovative technologies support
• Support for pumping station design

• Design and support for ad-hoc highway public realm and civils, drainage
• ecology, urban traffic management, urban traffic control
• Masterplanning
• Transport modelling
• Transport planning
• Road safety audit services
• Engineering services and appropriate support connected with the preparations and management of tenders, contracts and contract management
• Day-to-day supervision of projects as directed by the Council
• Emerging innovative technologies support
