The Islamic Republic of Pakistan has received financing from the World Bank towards the cost of the Pakistan Raises Revenue Program (PRRP) [P1165982] and intends to apply part of the proceeds for Hiring of Firm(s) for the Provision of Technical Advisory and Implementation Support Services Under a Multi-Provider Open Framework Agreement.
The Federal Board of Revenue (FBR) through the Pakistan Raises Revenue Program (PRRP) financed by the World Bank, intends to engage qualified consulting firms for the Provision of Technical Advisory and Implementation Support Services Under a Multi-Provider Open Framework Agreement. The project supports implementation of various interventions related to tax administration modernization, including ICT modernization, data analytics, customs digital enforcement systems, tax administration improvements, and institutional strengthening. FBR intends to acquire technical advisory and support services on demand, through qualified firms under framework agreement.
The assignment requires the provision of specialized technical advisory and implementation support services for the implementation of FBR modernization reforms, supported under PRRP. Under this Framework Agreement, empaneled firms shall deliver assignment-specific outputs and services through Call-off Contracts issued by FBR based on defined scopes of work, deliverables, timelines, and performance requirements.
The Federal Board of Revenue now invites eligible Consulting Firms ("Consultants"), to indicate their interest in providing the said Services. Interested Consultants should provide the information demonstrating that they have required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Core Business and Years in Business: The firm must be a registered legal entity with minimum of five (05) yearsā demonstrated experience in provision of technical advisory, digital transformation, systems integration, institutional strengthening, implementation support, ICT modernization, enterprise solutions, or related services. Demonstrated experience in public sector modernization, taxation, customs, digital government, large ICT programs, or similarly complex environments is preferable and advantageous.
- Relevant Experience: Completion of at least two (02) similar/relevant assignments during the last five (05) years
Assignments demonstrating full-service delivery responsibility (rather than staff augmentation) shall be considered advantageous.
- Technical and Managerial capability of the Firm:
The Consultant shall provide description and structure that they have the right managerial and technical staff along with experts to perform the Services as outlined in the TORs.
The firm must have a multidisciplinary team with qualified and experienced professionals in the envisaged fields. The Consultant shall confirm availability of managerial and technical resources necessary to execute assignment-specific Call-offs.
Key Experts CV will not be evaluated at the shortlisting stage.
- Framework Agreement Readiness and Assignment Delivery Model
The Consultant shall demonstrate:
ability to mobilize assignment teams rapidly
ability to deliver outputs against timelines
quality assurance and reporting mechanisms
experience managing multiple concurrent assignments
Confirmation of free of Conflict of Interest in accordance with Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bankās āProcurement Regulationsā as referred in Point # 5 below.
Confirmation of eligibility as defined in paragraphs 3.21-3.24 of the World Bankās Procurement Regulations as referred in Point # 5 below.
The attention of interested Consultant Firms is drawn to Section III, paragraphs, 3.14, 3.16, 3.17 and 3.21, 3.22, 3.23, 3.24 of the World Bankās āProcurement Regulations for IPF Borrowersā Fifth Edition September 2023 (āProcurement Regulationsā), setting forth the World Bankās policy on conflict of interest and Eligibility.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Framework Agreement arrangements described in the Procurement Regulations.
A virtual Information Session shall be held on 15th June 2026 at 1130 Hours PST to familiarize the potential applicants on Terms of Reference (available at https://fbr.gov.pk/tenders) and ensuing procurement process. Interested Consulting Firms may obtain the respective meeting link/ invite via writing an email addressed to the undersigned (Email: procsp.prrp@fbr.gov.pk) between 05th June 2026 and 14th June 2026 (latest by 1500 Hours PST).
