CALL FOR EXPRESSION OF INTEREST (Individual Consulting Service) Reference No ICS/ DHS-WAHO/2026/23 TITLE : Hiring a Task Force of Individual Consultants to Support the Steering Committee Es- tablished by WAHO to Update WAHO's Strategic Plan and Related Documents 1- Introduction The Economic Community of West African States (ECOWAS), established in 1975 to promote the integration and development of West Africa, set up the West African Health Organisation (WAHO) to sustainably improve the health of populations through the harmonization of health policies, re- gional cooperation and pooling of resources. In the face of global and regional health, climate and geopolitical crises, WAHO has been mobilizing health, research and innovation stakeholders to develop resilient health systems capable of re- sponding to current and emerging challenges affecting more than 450 million citizens in the sub- region. To implement its mission, WAHO relied on a 2016-2020 Strategic Plan structured around three ma- jor axes and thirteen priority programmes; the organization is now preparing a new Strategic Ori- entation Document 2026-2030 as well as related documents to define the future health and opera- tional priorities of the region. Against this backdrop, with funding from the community levy funds, provision has been made to recruit a taskforce of nine (09) individual consultants to support the steering committee set up by WAHO for the development of the said strategic plan. 2- Objective The overall objective is to align the Strategic Plan (2026–2030) of the West African Health Organiza- tion (WAHO) and related documents (operational plan, budget, performance framework) with cur- rent and foreseeable health threats. 3- Duration of Contract The mission will last fifteen (15) working days, each, for seven (07) of the consultants, twenty (20) working days for the Expert in Epidemic-prone, Infectious and Neglected Tropical Diseases and thirty-five (35) working days for the Expert in Public Health and Non-Communicable Diseases.It is spread over a maximum period of three (03) months from the date the contract is signed by each of the consultants and WAHO. 4- Profile of Consultants (minimum requirements) 9, Rue de la Paix, Sebroko, Abidjan, Côte d'Ivoire www.wahooas.orgNo Consultants Minimum requirements Academic Certificate Number of years of experience and relevant spe- cific experience and specific abilities 1.
