The Government of Sri Lanka has received financing from the World Bank toward the cost of USD 500 Million for the Inclusive Connectivity and Development Project (ICDP) and intends to apply part of the proceeds for consulting services. The project, Inclusive Connectivity and Development Project (ICDP) is to be implemented in collaboration with the World Bank (WB) and is intended to enhance road connectivity and economic opportunities for the rural population with a focus on developing road networks and agriculture logistics as part of a broader Government program
The consulting services (“the Services”) include:
The ICDP Project Management Unit (PMU) has commenced the rehabilitation and improvement of approximately 1,200 kilometres of rural roads across twenty-one (21) districts and 47 bridges in 13 districts, and further loan intends to proceed to payments for a consultant towards Consultancy Services for Construction Supervision and Contract Administration for Rehabilitation and Improvements of bridges in 13 districts. In order to ensure the timely implementation, effective supervision, and successful achievement of the project objectives, including weak bridge rehabilitation and post-disaster recovery activities, the ICDP has identified an urgent requirement to strengthen its technical resource capacity.
Therefore, the project now seeks to engage an individual consultant as Technical Assistant to provide technical support to the Engineer’s Representative for the contracts, for site supervision, and assist with construction material quality control and quality assurance activities, including laboratory -related functions for ongoing and upcoming road projects.
Scope of the Assignment-Technical Assistant (Cum Lab-Assistant)
- Assist the Engineer in supervising, monitoring, and enforcing quality assurance and quality control (QA/QC) requirements for bridge construction works executed by the Contractor.
- Assist the Engineer with utility shifting by coordinating with relevant authorities and officials, taking necessary measurements and details, and maintaining proper records.
- Witness and verify field sampling, inspection, and testing of construction materials
- Witness and verify laboratory testing in accordance with RDA, ICTAD, ASTM, BS, or AASHTO standards, including concrete cube and cylinder strength tests, aggregate grading and quality tests, and cement and steel compliance tests.
- Assist the Engineer in supervising substructure and superstructure works
- Check compliance of works with approved drawings, method statements, mix designs, and specifications before and during execution.
- Record and maintain quality control data, including test results, site inspection records, concrete pour cards, and material approval registers.
- Identify, document, and promptly report non-conforming materials or workmanship to the Engineer and support the implementation of corrective measures.
- Assist in enforcing the Engineer’s authority in acceptance or rejection of materials and workmanship in accordance with the Contract.
- Monitor and verify testing frequency and quality compliance as required under the Contract and relevant standards.
- Coordinate with the Contractor’s technical and laboratory staff for sampling, testing, and joint inspections, under the direction of the Engineer.
- Coordinate with the RDA structural division regarding the clarification of the relevant to the structural design issues, under the direction of the Engineer.
- Support the Engineer during, taking site measurements, reviewing IPC, quality audits, technical inspections, and statutory or donor-funded project reviews.
- Ensure proper maintenance, calibration, and safe operation of laboratory and field-testing equipment.
- Ensure the site safety, laboratory safety, and environmental protection requirements, particularly during concreting and testing operations.
- Prepare and submit daily, weekly, and monthly quality supervision reports to the Engineer.
- Carry out any other duties related to quality supervision, materials testing, and any other duties assigned by the Engineer.

The Inclusive Connectivity and Development Project now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (as per the attached Curriculum Vitae (CV) with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment, and under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criterion for selecting the Consultant is National Competitive Bidding.
