1. The Government of Sri Lanka has received financing from the World Bank toward the cost of the Regional Empowerment through Vibrant, Inclusive, and Viable Economies (REVIVE) Project. The Ministry of Transport, Highways and Urban Development (MoTHUD), serving as the Executing Agency, intends to apply part of the proceeds for consulting services.
2. The consulting services (“the Services”) include the review and validation of conceptual master plans and feasibility studies; site surveys and engineering investigations; preparation of implementable, climate-resilient detailed designs, Good for Construction drawings, design calculations, technical specifications, bills of quantities, cost estimates and World Bank-compliant bidding documents; intermittent technical support during works procurement; full-time construction supervision and contract administration; and support during the Defects Liability Period for investments at the Gurunagar Fisheries Village Cluster in Jaffna and the Cod Bay Fisheries Harbour Cluster in Trincomalee.
3. The total duration of the assignment is expected to be approximately fifty-four (54) months: Phase A – Detailed Design, Bidding Documents and intermittent procurement support, twelve (12) months, including six (6) months for detailed design and up to six (6) months for procurement support; Phase B – Construction Supervision and Contract Administration, thirty (30) months; and Phase C – Defects Liability Period Support, twelve (12) months.

5. The Chairman of the Ministry Consultants Procurement Committee, on behalf of the REVIVE Project, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they possess the required firm-level qualifications, relevant experience and institutional capacity to perform the assignment.
The shortlisting criteria are as follows:
a. Legal status, core business and institutional experience: The Consultant shall be a legally registered consulting firm with at least ten (10) years of institutional experience in detailed engineering design and construction supervision or contract administration of fisheries harbours, ports, coastal or marine infrastructure, or integrated infrastructure assignments of comparable technical complexity.
b. Comparable assignment experience: Successful completion, during the last ten (10) years, of at least two (2) comparable consultancy assignments. At least one assignment shall have covered both detailed engineering design and construction supervision with contract administration, and at least one assignment shall have included a fisheries harbour, port, coastal or marine infrastructure component. The same assignment may satisfy both requirements.
c. Scale of consultancy experience: Successful completion of at least one (1) comparable consultancy contract with a consultancy services value of not less than USD 1 million or its equivalent. The value shall refer to consulting services and shall exclude the value of construction works. This assignment may also be counted under criterion (b).
d. Coastal and marine technical capability: Demonstrated institutional capability in conducting investigations and studies relating to coastal processes, harbour and coastal engineering and the detailed design of coastal or marine structures.
e. Multidisciplinary and multi-site delivery capability: Demonstrated organisational, technical and managerial capability to mobilise and coordinate a multidisciplinary design team and separate site-based construction supervision teams for two geographically separated project locations.
f. Relevant geographic experience: Experience in Sri Lanka, South Asia, or other coastal and island environments with similar physical, climatic, institutional and implementation conditions will be considered an advantage during shortlisting.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised September 2025), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications, but shall indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all members shall be jointly and severally liable for the entire contract, if selected.
7. A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers (July 2016, revised September 2025).
