② The successful bid will be determined by adding 10% of the bid amount (rounded down to the nearest yen if there is a fraction of less than one yen) to the bid amount. Therefore, bidders shall state the amount equivalent to 100/110 of their estimated contract price in their bid, regardless of whether they are a taxable or exempt business with respect to consumption tax.
2. Qualifications for Participation in Competition (1) Not subject to the provisions of Article 70 of the Cabinet Order concerning Budget, Settlement, and Accounting.
Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding a contract may be applicable under cases of special reasons within the said clause.

(4) Comply with the "Oarai Research and Development Institute Reactor Facility Quality Management Plan" and "HTTR Quality Assurance Management Manual" of the Japan Atomic Energy Agency, as well as the contractor's quality management plan, when delivering the goods specified in these specifications.
If confirmation of the quality management plan, etc., is required before or after the start of work, please review the content as it can be viewed or provided by the HTTR Operation Management Division.
(5) The contractor shall undergo periodic audits by the Japan Atomic Energy Agency after submitting the quality management plan.
However, if the contractor has obtained ISO 9001 certification and it applies to this project, or if the results of audits conducted by the JAEA Oarai Research and Development Institute based on a quality management plan covering this project in the past 3 years are favorable and the quality management plan has not undergone significant changes since then, the audit may be waived.
(6) In the event of a major accident or trouble during manufacturing, the contractor shall implement necessary improvements based on the results of audits conducted by the Japan Atomic Energy Agency.
(7) The contractor shall comply with the JAEA's "Non-conformance Management and Corrective and Preventive Action Procedures (Oarai QAM-03)" for reporting and handling of non-conformities that occur during manufacturing.
(8) Quality records related to this project shall be managed and handled appropriately according to the contractor's record management procedures.
(9) If the manufacturing process utilizes a method that infringes on third-party rights, the contractor shall bear all responsibility.
(10) Products containing "asbestos," which is prohibited for use by the Order for Enforcement of the Industrial Safety and Health Act, shall not be used for parts.
(11) Test and inspection instruments shall be calibrated within one year based on a traceability system traceable to national standards.
At this time, ensure that there are no discrepancies between the accuracy of the upper and lower instruments in the traceability system and the calibration validity period.
However, if there is a manufacturer's standard for calibration frequency for individual instruments, it shall be clarified.
3(12) Tests and inspections shall be conducted in accordance with JIS, JEM, and JEC standards.
Furthermore, if the contractor's internal regulations are to be applied, prior approval from the Japan Atomic Energy Agency must be obtained.
(13) The contractor shall pack, ship, and transport the product in a manner that protects against damage and corrosion such as rust, and ensures safe arrival at the destination.
Furthermore, when delivering, comply with the safety and health compliance regulations of the Oarai Research and Development Institute.
(14) The contractor shall not take out, publish, or provide any data, technical information, results, or any other materials obtained during the course of business outside the facilities of the Japan Atomic Energy Agency to any third party for a fee or free of charge.
However, this does not apply if prior written approval has been obtained from the Japan Atomic Energy Agency.
