Předmětem stavby je vybudování I. etapy přeložky silnice I/45, to je silnice I. třídy v délce cca 5.0 km v kategorii S 11.5/90, která je na obou koncích napojena na stávající silnici I/45. Přeložka silnice I/45 v úseku mezi Novými Heřminovy a obcí Zátor je vyvolanou investicí z důvodu návrhu protipovodňových opatření na Horní Opavě a Vodního díla Nové Heřminovy. Stávající silnice bude po realizaci vodního díla přerušena a ocitne se v území zátopy. Z tohoto důvodu je nutné silnici I/45 přemístit nad úroveň zátopy nádrže Nové Heřminovy, stavba silnice I/45 tedy řeší přeložení stávající silnice I/45 mimo zátopové území vodního díla Nové Heřminovy. Na trase přeložky silnice I/45 je z důvodu křížení navržena okružní křižovatka v obci Nové Heřminovy (napojení sil. III/4581 směr Milotice a místních komunikací), dále úrovňová křižovatka se silnicí III/4583 (směr Čaková), okružní křižovatka v Loučkách u Zátoru (napojení stávající komunikace I/45 a místní komunikace) a okružní křižovatka v obci Zátor (napojení silnice III/4585 směr Brantice resp. III/45910 směr Lichnov a místní komunikace). Na trase přeložky silnice I/45 bude vybudováno několik mostních objektů a v místech hlubokých zářezů budou vybudovány zárubní zdi. V souběhu s pravobřežní obslužnou komunikaci jsou navrženy opěrné zdi. V místech, kde navrhovaná silnice I/45 prochází územím s objekty určených k trvalému bydlení, jsou navržena protihluková opatření. Součástí stavby budou dále úpravy a napojení komunikací nižších tříd, které budou dotčeny stavbou silnice I/45. Práce budou provedeny dle projektové dokumentace zpracované sdružením „Morava – RD PP pro střední zakázky BIM 2020“, vedoucí společník SHB a.s. a.s., IČO 25324365.
